They add pressure to an already costly, supply-constrained market—but the available figures do not show that rates alone caused the state’s housing-affordability problem.
What mortgage rates mean for a buyer’s budget
A mortgage rate determines the interest charged on the loan balance. When the rate rises, the same loan generally requires a larger monthly principal-and-interest payment. A buyer who needs to keep the payment fixed may instead have to borrow less, bring more cash to closing, or consider a less expensive home.
Freddie Mac’s national survey average for a 30-year fixed-rate mortgage was 7.28% on October 1, 2026; its 15-year average was 6.60%. These are national averages, not New Hampshire lender quotes or guaranteed offers. A borrower’s terms can differ based on the lender, loan, credit profile, down payment, points, fees, and other factors. Freddie Mac’s Primary Mortgage Market Survey reports mortgage-rate averages.
Term also matters. A 15-year loan at a lower rate can still have a higher monthly principal-and-interest payment than a 30-year loan because the balance is repaid over fewer years. Comparing advertised rates alone misses that trade-off.

Why the pressure matters in New Hampshire
New Hampshire Housing announced on September 24, 2026, that the median single-family home price had reached a record $575,000 and that only 15% of state households earned enough to afford a home at that price. The agency’s figures underscore how little room many buyers may have for higher borrowing costs. New Hampshire Housing’s announcement gives the date-specific state figures.
A separate estimate from the New Hampshire Fiscal Policy Institute illustrates how a rate and a high purchase price combine. Using its stated 2025 assumptions—a $535,000 home, 5% down, a 6.6% 30-year mortgage rate, and a statewide average property-tax rate of $15.83 per $1,000—the institute estimated a monthly mortgage payment above $3,950. It said a household needed annual income above $158,000 to keep that mortgage payment at or below 30% of income. The estimate excludes purchase fees, homeowners insurance, and other ownership costs, and is a model rather than an individual budget or lender decision. The institute’s 2026 affordability brief explains its assumptions.

Keep the home-price figures in their time frames
The $575,000 state figure and the Fiscal Policy Institute’s figures describe different reporting points and should not be treated as contemporaneous measurements. The institute reports a $535,000 median for calendar year 2025 and $525,000 as of February 2026; New Hampshire Housing later announced a record $575,000 median in September 2026. The dates and reporting periods matter when comparing them.
The institute also reports that the median single-family price rose 3.9% from 2024 to 2025, the smallest annual increase since 2016, while inventory remained below balanced-market levels. A slower increase does not make the existing price level affordable. Limited supply and high prices remain part of the affordability picture alongside financing costs.

Compare the cost of a loan, not just its rate
When comparing offers, look at the full terms and costs. New Hampshire Housing’s rate page uses standardized assumptions—including a $250,000 loan, 30-year term, owner-occupied purchase, and specified loan-to-value assumptions—and warns that mortgage insurance and lender fees can affect APR and monthly cost. A rate or APR shown on that page is not necessarily the offer a particular borrower will receive. New Hampshire Housing’s rates page describes its assumptions and cautions.
- Term: Compare the same repayment period when you want to isolate the effect of the rate; compare monthly payment and total interest when weighing different terms.
- Rate and APR: The interest rate affects borrowing cost, while APR reflects certain loan costs as well. Check what fees and assumptions are included.
- Points and fees: A lower rate may involve upfront points. Compare the cash due at closing as well as the monthly payment.
- Down payment and mortgage insurance: The amount put down can affect the loan size and whether mortgage insurance applies. Include its cost when comparing payments.
- Assistance and eligibility: Confirm whether you qualify for a program and how its terms affect the loan and cash required to close.
Check state programs and get personalized estimates
New Hampshire Housing says eligible buyers may qualify for up to $15,000 in down-payment and closing-cost assistance, and its program page describes a 3% down-payment option for eligible conventional borrowers. Eligibility and loan terms matter; these figures do not mean every buyer qualifies or receives the same offer. - Review the state program requirements and check whether your situation may qualify.
- Request personalized loan estimates from lenders and compare the same loan amount, term, down payment, and points where possible.
- Compare APR, monthly payment, mortgage insurance, lender fees, and cash to close—not only the advertised rate.
New Hampshire Housing’s Heather McCann, Managing Director of Engagement, Policy, and Communications, said, “Housing affects far more than where people live,” adding, “It influences our workforce, our economy, and the long-term vitality of our communities.” The agency announcement includes the statement.
