The iZEV program behind that review ended on March 31, 2025; a separate federal program now offers incentives for eligible vehicles, including one specifically listed 2026 Tesla Model Y configuration.
What happened to the Tesla rebate claims?
The episode began with a funding warning, not a fraud finding. Transport Canada says it told stakeholders on January 10, 2025, that the Incentives for Zero-Emission Vehicles (iZEV) program might pause before its scheduled March 31 end because remaining funds were low. Claims surged after that notice, and the program paused on January 12.
On March 21, the department was directed to review all bulk submissions and examine claims individually before payment. Transport Canada’s July 2025 briefing states: “Upon completion of the requested review, it was confirmed that all individual submissions were compliant and eligible.” The department says the claims were paid in June 2025. The briefing summarizes the review but does not provide a Tesla-specific, claim-by-claim disposition or establish that officials made a formal finding using the legal term “fraud.”
These events are sometimes compressed into the phrase “Tesla rebate freeze,” but they describe distinct actions: the January pause affected the iZEV program after a funding warning and surge in claims; the later review examined bulk submissions before payment. The official account does not support treating suspicion of fraud as established misconduct.

Is the old iZEV rebate still available?
No. iZEV provided point-of-sale incentives of up to $5,000 for eligible vehicles and closed on March 31, 2025. Its historical claims and payments should not be confused with benefits under the current federal program.
Transport Canada also described a temporary process that resumed July 11, 2025, for certain unpaid historical claims. It allowed submissions at a rate of up to 25 per day for vehicles delivered between April 1, 2024, and January 12, 2025, where an incentive had been provided. Existing program criteria still applied. This was a process for outstanding claims, not a continuation of iZEV for new purchases or evidence of a Tesla-specific freeze.

What federal EV incentive is available now?
The current federal program is the Electric Vehicle Affordability Program (EVAP), separate from iZEV. Canada.ca describes incentives of up to $5,000 in 2026 for eligible light-duty vehicles, subject to vehicle and transaction rules. Transport Canada’s vehicle list includes a 2026 Tesla Model Y RWD-B configuration with listed incentive amounts.
That listing does not establish eligibility for every Tesla model or configuration, or for later model years. Before buying, check the current Transport Canada eligible-vehicle list and the EVAP rules for the exact vehicle, transaction, and incentive amount.

How large was iZEV, and what do the figures mean?
Transport Canada’s June 2026 evaluation reports 620,300 iZEV claims submitted, approximately $2.6 billion paid, and 563,312 vehicles incentivized. These are program-wide totals, not a Tesla-specific accounting. Separately, the department’s 2024–25 results reporting gives nearly 560,000 claims and $2.63 billion in claims by March 31, 2025. The latter is described as claims, while the evaluation reports amounts paid; the figures use different labels and should not be treated as interchangeable.
The June 2026 evaluation says zero-emission vehicle market share rose from 3.1% in 2019 to 15.4% by the end of 2024. It also reports a 9.8% share during the first three quarters of 2025, compared with 15.4% in 2024. Those figures cover different reporting periods, so they are not a like-for-like annual comparison.

As a policy lesson, the evaluation identifies income testing as one possible way to target future incentives. It says this could improve uptake among lower-income people, promote affordability, and reduce free-ridership; that is an evaluator’s proposed approach, not proof that income testing would cause those outcomes.

What buyers should check before relying on an incentive
- Confirm whether the offer is under EVAP, rather than the closed iZEV program.
- Match the exact model year and vehicle configuration to the current federal eligibility list; a listing for one Tesla configuration does not qualify other versions automatically.
- Review the applicable EVAP transaction and vehicle rules and confirm the incentive amount for the specific purchase.
- Do not rely on a historical iZEV claim, review, or payment figure as confirmation that a new transaction qualifies.
