More than 1,300 foster youth in Clark County, Nevada, are reportedly affected by delays in Social Security card applications, according to a KLAS report published October 7, 2026. The report says lawmakers and local officials are seeking action from the Social Security Administration (SSA) over a documentation dispute involving Nevada’s electronic family-case records. The figure and explanation are attributed claims; they have not been independently verified against county or SSA records.
What is happening in Clark County?
KLAS reported that Clark County foster youth are caught up in a dispute between federal and state or local authorities, and that lawmakers asked the SSA to process pending applications. The report says Clark County Family Services, county commissioners and congressional offices had spent months trying to resolve the issue. The report concerns applications for Social Security cards. It does not establish whether each youth already has a Social Security number, is seeking an original card or needs a replacement. Those distinctions matter: the routine replacement-card process does not necessarily apply to an application for an original number or to the documentation dispute described in the report.
Why are the applications reportedly delayed?
As KLAS conveyed lawmakers’ account, a December 2025 SSA requirement called for documentation that lawmakers said had been removed from the process in 2010. They said the requested certified paper records were no longer maintained by the state after electronic family-case processing became established. The underlying SSA order was not independently reviewed, so the precise requirement, its rationale and its application to the pending Clark County cases are not established here. This reported conflict is separate from what the SSA says in its general public guidance. The agency’s published rules describe documentation applicants may need, but do not confirm how SSA handled these particular cases.
What documents does the SSA generally require for a child’s card?
The SSA says applicants must provide original documents or copies certified by the agency that issued them. It does not accept photocopies or notarized copies. For a person applying on someone else’s behalf, the agency may ask for proof of custody or responsibility. Not necessarily. The SSA says that in most cases a person who knows their Social Security number does not need the physical card. Replacement cards are free, and for an eligible replacement request the SSA says the card is mailed 5 to 10 business days after the request is completed. These general replacement rules do not establish whether the youth in the report already have numbers, need original cards or qualify to use the replacement-card service.
