The ruling is specific to the product and applicant before the authority; it is not, by itself, a classification answer for every rope, twine or packing product.
What the Gujarat AAR decided
The GST Council’s official advance-ruling listing identifies Order GUJ/GAAR/R/2026/31, issued for M/s Amit Vinodkumar Kanjiya on 7 August 2026, as concerning the correct HSN and GST rate for plastic twine (sutli). A Taxscan report dated 5 October 2026 says the authority classified the described PP/PE-granule twine under sub-heading 39269099 of Chapter 39 and applied 18% GST, rejecting the applicant’s proposed HSN 56074900.
The official 21-page order is available through the Council listing. Because the result and reasoning summarized here are reported in secondary coverage rather than verified against the order’s operative paragraphs, treat the classification and rate as the reported outcome, not a substitute for checking the order and the rate notification applicable to a particular supply.
Why the classification matters
The reported dispute was whether twine made from plastic granules should be treated as textile twine under Heading 5607 or as an article of plastics in Chapter 39. The applicant reportedly sought HSN 56074900. Taxscan says the AAR instead used the residual plastics sub-heading 39269099 and found an 18% rate for the product described in the application.

- STRENGTH: The tensile strength of this twine is 135 lbs. which is awesome for hand tying everything from packages to tomatoes
- DURABILITY: Since this twine is made of polypropylene, it is abrasion resistant as well as weather resistant. Making it perfect for gardening and landscaping, plus it floats in water, so use it even for marking off your swimming area.
- VERSATILITY: Ideal Twine for bundling cardboard, newspaper, trash, debris, packages, gardening, and DIY projects. This low stretch twine can even be used for everyday activity and holiday like hauling a Christmas tree to vehicle rooftops.
- DIMENSIONS: Each tube measures 6 in. x 4 in. x 4 in. which holds 1000 ft. of single ply twine in a bright white color with a high shine finish.
Material and manufacturing process
Tax-law summaries describe a process in which PP or PE granules are mixed with masterbatch, extruded, quenched, slit into tapes, stretched or oriented, then twisted and wound. The reported rationale is that those processing steps do not, on their own, convert plastic feedstock into textile material for Heading 5607. This is a summary of reported reasoning, not verified wording from the order.
Why the reported result was not HSN 3923
Secondary summaries also report that Heading 3923 was considered unsuitable because the finished twine was not a container or an article of the kind covered there for conveyance or packing. The reported classification therefore fell to the residual “other articles of plastics” category, sub-heading 39269099. Check the official order before relying on that sequence as a complete account of the authority’s legal analysis.

What the ruling does—and does not—establish for suppliers
The case concerns the PP/PE-granule plastic twine described by this applicant. Reports describe its uses as agricultural applications and industrial packing, but a shared use or the word “sutli” does not establish that another product has the same composition, construction or tariff classification.
- Potentially relevant comparison: whether the product is made from PP or PE granules and follows construction and processing comparable to the product in the application.
- Classification question: whether the finished article fits the textile-twine heading, a more specific plastics heading such as 3923, or the residual plastics category reported in this case.
- Not established by this ruling alone: the classification of every plastic rope, twine, packaging article or product made with a different material or construction.
The available reporting does not establish the appeal status of the order or its precedential scope. Before applying it beyond the applicant’s case, review the order itself and the rules governing the effect of advance rulings in the relevant circumstances.

Reported past rates are the applicant’s position, not a general rate history
TaxGuru reports that the applicant said it charged 12% before 22 September 2025 and 5% thereafter. Those figures describe the applicant’s reported charging history; they do not independently establish the general GST rate for plastic twine during either period or replace the reported 18% outcome in this AAR.

- Read the order: use the official PDF to confirm the product description, findings and operative conclusion.
- Match the goods: compare the actual product’s material, construction and manufacturing details with those considered in the application; do not rely on a generic label such as “plastic sutli.”
- Confirm the rate for the supply date: check the applicable GST rate notification and any amendments relevant to the transaction.
- Check subsequent developments and legal scope: verify whether an appeal or later decision affects the result, and whether the advance ruling applies to the supplier and circumstances at issue.
The case identity and date are confirmed by the GST Council listing. The reported HSN and 18% rate come from Taxscan’s account; process and classification analysis are summarized in TaxGuru’s report and TaxTMI’s analysis.
