Physical damage was not required for an eligible Oregon business to seek an SBA Economic Injury Disaster Loan (EIDL) after the Rowena Wildfire. The loan could provide working capital for disaster-caused financial injury, but the $2 million figure was a maximum—not a guaranteed award. SBA’s published application deadline was April 16, 2026, followed by a 60-day grace period; both have passed. Contact the SBA to ask whether any filing option is now available.
What the Rowena wildfire loan covered
The EIDL was repayable federal financing for working capital—not a grant. SBA said it could help cover operating costs when a business’s ability to meet ordinary expenses or financial obligations was harmed by the wildfire. Physical damage was not necessary: a business could have economic injury even if its premises and equipment were untouched.
Eligible uses included fixed debts, payroll, accounts payable, and other bills the business could not pay because of the disaster. SBA’s general EIDL guidance also lists ordinary expenses such as rent, utilities, health benefits, and fixed debt payments. The agency said EIDL proceeds cannot be used to expand facilities, buy fixed assets, repair physical damage, refinance debt, pay dividends or bonuses, or repay loans to owners or principals. Who could qualify—and where
SBA’s Rowena declaration covered businesses and other eligible entities in these Oregon counties: Clackamas, Gilliam, Hood River, Jefferson, Marion, Sherman, Wasco, and Wheeler. It also covered Klickitat County in Washington. Being located elsewhere in Oregon did not by itself establish eligibility.

The Rowena program was available to small businesses, small agricultural cooperatives, nurseries, and private nonprofit organizations, including faith-based organizations, with financial losses directly related to the wildfire. Agricultural producers, farmers, and ranchers were excluded, except for small aquaculture enterprises. The SBA declaration announcement lists the covered locations and entity categories: Rowena Wildfire disaster assistance.
For EIDL eligibility, location and entity type were not enough. SBA’s general criteria require that the applicant be in a declared disaster area, be directly affected, and be unable to meet expenses or debt payments because of the disaster. SBA defines substantial economic injury as an inability to meet financial obligations and ordinary, necessary operating expenses. Lost expected profits or falling sales alone do not meet that definition.

How an EIDL differs from a physical disaster loan

A business could qualify for both types, but SBA’s general guidance sets a $2 million combined maximum for EIDL and business physical disaster loans. The Rowena announcement’s “up to $2 million” EIDL figure should therefore not be read as an additional $2 million on top of a separate physical-damage loan. See SBA’s disaster assistance overview.
Maximum amount, rates, and repayment terms
For the Rowena declaration, SBA said an EIDL could be as large as $2 million. The actual amount depended on the applicant’s financial condition and the economic injury SBA calculated; the ceiling did not guarantee approval or a particular loan size. Oregon Office of Emergency Management’s disaster-loan FAQ adds that the amount is limited by calculated economic injury, reduced by business-interruption insurance and other recoveries, and subject to the administrative lending limit.

SBA’s March 16, 2026 deadline reminder gave the following terms for the Rowena EIDL. These are declaration-specific terms, not a promise that every applicant would receive them:

Can a business still apply?
SBA’s March 16, 2026 reminder set April 16, 2026 as the deadline for completed Rowena EIDL applications and said applications would be accepted during a 60-day grace period afterward. That published deadline and grace period have passed. The announcement does not establish that SBA reopened the program or will accept later applications.
Ask SBA whether an exception, reopening, or other filing route exists before preparing an application. The Rowena announcement listed the SBA Disaster Assistance Customer Service Center at 800-659-2955 and [email protected]. Its deadline reminder is available at SBA’s Rowena EIDL deadline notice.
