India’s 2025 GST reform framework introduced two primary tax slabs—5% and 18%—alongside a 40% rate for selected luxury and demerit goods. Revised rates and exemptions were announced to take effect on September 22, 2025, with specified tobacco products initially treated separately. The official sources available here do not confirm which article by Finance Minister Nirmala Sitharaman Prime Minister Narendra Modi shared, or when he shared it.
What is confirmed about the article Modi shared?
The exact Sitharaman article and Modi post described in the headline are not identified in the official sources cited here. It would therefore be misleading to attribute particular wording or policy claims to that article.
Separate official records do establish the policy context: the GST Council’s 56th meeting made recommendations on September 3, 2025, and the government subsequently described the reforms as a simplified structure centered on 5% and 18% rates. Modi addressed the nation on September 21, ahead of the announced start date. Those records explain the reforms, but do not establish that his address was the article-sharing post in question.
What changed in the GST rate structure?
The Ministry of Finance and Press Information Bureau described the framework as a simplified two-primary-slab structure, with a higher special rate for selected goods:

| Rate or timing | What the official material says |
|---|---|
| 5% and 18% | The two primary GST slabs in the 2025 reform framework. |
| 40% | A rate for selected luxury and demerit goods; it is not a general rate for all goods outside the two primary slabs. |
| September 22, 2025 | Announced effective date for revised rates and exemptions. |
| Specified tobacco products | Existing GST and compensation cess rates continued initially; new rates were to be implemented later as notified. |
The Council’s September 3 recommendations are recorded in its official release. The Ministry of Finance’s reform backgrounder gives the effective date and describes the rate framework and tobacco exception. The rate that applies to a particular purchase depends on its classification and the applicable notification; the broad slab announcement alone does not establish an item’s tax treatment.
What benefits did the government say the reforms would deliver?
The government presented the changes as a way to lower rates on essentials and selected high-value items, simplify compliance, support consumers and MSMEs, and enable faster refunds and smoother business cash flow. These are stated policy aims, not proof that every affected product became cheaper or that businesses received a particular cash-flow benefit.
In its report on his September 21 address, PIB quoted Modi as saying that combined income-tax relief and GST reductions would produce savings exceeding ₹2.5 lakh crore compared with the previous year. That figure was his government’s claim about combined measures, not an independently measured outcome in the cited report. The address and claim are documented in the PIB release.

For a household, the practical question is the GST rate assigned to a specific good or service, not simply whether it is described as part of the reform. For a small business, the relevant details include the applicable classification, effective notification, and any refund eligibility. A New India Samachar issue describes provisional refunds of up to 90% for specified eligible claims, but that summary is not enough to determine whether a particular claim qualifies; consult the operative rules and notices or a qualified tax professional. The magazine’s account is available in New India Samachar, October 1–15, 2025.
