Treasury’s Bessent Says Children’s Investment Accounts Will Complement Social Security

Bessent’s shifting remarks prompted questions about whether Trump Accounts replace Social Security. Here’s what the administration said, how the accounts work, and who may claim the one-time $1,000 contribution.

Scott Bessent’s comments sparked confusion about whether Trump Accounts could replace Social Security. The Treasury secretary first called the children’s accounts “a back door for privatizing Social Security,” then said they would “supplement” Social Security’s guaranteed payments. The administration later described them as an additive program operating alongside Social Security—not as a replacement for it.

What Bessent said about Trump Accounts and Social Security

On July 30, 2025, the Associated Press reported Bessent saying, “In a way, it is a back door for privatizing Social Security.” He later clarified: “This is not an either-or question: our Administration is committed to protecting Social Security and to making sure seniors have more money.”

Treasury subsequently described Trump Accounts as “an additive government program that work in conjunction with Social Security to broaden and increase the savings and wealth of Americans,” adding that Social Security “is a critical safety net for Americans and always will be.” These are the administration’s characterizations of the programs’ relationship, not evidence that an investment account guarantees retirement income. Do Trump Accounts replace Social Security?

No. The statements reported by AP describe Trump Accounts as intended to supplement or operate alongside Social Security. The two are distinct: Social Security is a federal benefit program, while a Trump Account is an individual, tax-advantaged investment account for a child. The account’s eventual value depends on contributions and investment performance; it is not the same kind of guaranteed payment as Social Security benefits.

How Trump Accounts work

The Social Security Administration’s July 2026 Program Operations Manual describes a Trump Account as a tax-advantaged investment account established for a child. The child is the beneficiary and owner. The parent, guardian, or other authorized person making the election is generally the responsible party and custodian.

Growth period and access

The account’s growth period ends on December 31 of the calendar year the beneficiary turns 17. Its post-growth period starts on January 1 of the calendar year the beneficiary turns 18. Distributions generally are not permitted during the growth period.

Contributions and investments

The SSA manual says generally up to $5,000, adjusted for inflation, may be contributed per child in 2026. Contributions are invested in low-cost index funds. Treasury’s August 20, 2026 release described proposed investment guidance: it identified State Street SPDR Portfolio S&P 500 ETF (SPYM) as the default investment and said parents or responsible parties could choose among four additional low-cost index ETFs. Because Treasury described that guidance as proposed, those details should not be treated as final without a later official update.

Who can receive the $1,000 federal contribution?

The $1,000 Treasury pilot contribution is a one-time contribution for eligible U.S. citizens born from January 1, 2025 through December 31, 2028 who have a valid Social Security number. It is not a recurring annual payment. Families must complete the enrollment or claim process for the child to receive it. The Social Security Administration’s July 3, 2026 notice directs families to TrumpAccounts.gov and IRS Form 4547 for information and account creation.

Having an account created automatically does not necessarily mean the federal contribution has been claimed. Axios reported on October 2, 2026 that more than 60 million children had been automatically enrolled, while parents still needed to claim accounts for children to receive the $1,000 contribution. It also reported that about eight million people had created accounts before automatic enrollment. These are figures reported at different stages of enrollment, not a single count of claimed contributions. Axios, October 2, 2026.

How certain is the projected account value?

It is not guaranteed. In prepared remarks on June 11, 2026, Bessent said, “Assuming historical growth rates continue, that single deposit in an index fund should grow to at least half a million dollars by the age of retirement.” The conditional wording matters: investment returns can vary, and the account’s eventual value depends on market performance and any additional contributions. What enrollment figures do—and do not—show

In prepared remarks on July 27, 2026, Treasury said seven million children were enrolled and that 86 percent were from families earning less than $200,000. Those figures refer to Treasury’s July remarks; they should not be conflated with Axios’s later report of more than 60 million automatically created accounts in October. Does “compliment Social Security” mean the same as “complement”?

In the headline wording, “complement” is almost certainly intended: it means to add to or work alongside something. “Compliment” usually means praise. AP reported Bessent using “supplement,” which conveys the same general idea of adding to Social Security rather than replacing it.
