A gift card or voucher is prepaid value that you can redeem under the issuer’s terms. Whether it counts as taxable income depends chiefly on why you received it and which country’s rules apply: an employer-provided card may be taxable even when a personal gift is treated differently. The rules below cover US federal, UK and Canadian employment tax; they do not establish consumer rules for expiry dates or fees.
How gift cards and vouchers work
A card or voucher represents value you can use with the issuer or other merchants it permits. Some are restricted to a particular retailer or group of retailers; others work across a payment-card network. The product terms determine where and how you can redeem it.
Before buying or using one, check the terms for eligible merchants, online and in-person use, region and currency limits, reloadability, transferability, partial redemption, balance checks, fees, expiry, and what happens if the card is lost. These conditions vary by product. The sources here do not establish a universal consumer-law rule about expiry, fees, replacement, or redemption; those protections depend on jurisdiction and card type.
Are gift cards taxable income?
There is no single international answer. Tax treatment depends on the country and the circumstances. A card received from an employer because of work is not necessarily treated like a personal gift. The official rules summarized here concern US federal employer benefits, UK employment income and PAYE, and Canadian employer-provided benefits. They do not determine the tax treatment of every personal gift.

United States: employer gift cards are cash equivalents
For US federal employer fringe-benefit rules, the IRS treats gift cards and gift certificates as cash equivalents. Its 2026 Publication 15-B states: “Cash and cash equivalent fringe benefits (for example, gift certificates, gift cards, and the use of a charge card or credit card), no matter how little, are never excludable as a de minimis benefit.” In other words, a small value does not by itself make an employer gift card tax-free under the de minimis rule.
The IRS also says fringe benefits connected with services are generally included in income unless the recipient pays fair market value or a legal exclusion applies. Its narrow achievement-award exclusion concerns qualifying tangible personal property, not ordinary gift cards. The guide gives maximum excludable award costs of $400 for nonqualified-plan awards and $1,600 for qualified-plan awards; those limits apply to eligible tangible-property awards, not ordinary cards. A limited arrangement letting an employee choose tangible property from a preselected or preapproved assortment is treated separately. United Kingdom: employment connection and voucher type matter
HMRC generally treats vouchers provided by an employer as given by reason of employment. A third-party voucher is generally employment-related if it would not have been received but for the employment. HMRC recognizes a limited exception where an individual employer can show a voucher was supplied in the ordinary course of a domestic, family, or personal relationship. Its guidance on what “by reason of the employment” means and employment income and vouchers explains these tests.
A charge may be avoided in specified circumstances, such as where the employee reimburses the cost, the expense would qualify for a deduction, qualifying small third-party gift rules apply, or a statutory exemption applies. These are defined exceptions, not a general exemption for low-value vouchers. HMRC outlines the special rules in its guidance on vouchers and credit tokens.

When PAYE applies to a non-cash voucher
For a non-cash voucher, PAYE is due when the voucher itself is a readily convertible asset or can be exchanged for one. The taxable earnings amount is broadly the cost of providing the voucher less any amount the employee makes good. HMRC says a non-transferable store voucher is not generally a readily convertible asset; the voucher’s specific terms and circumstances matter. See HMRC’s PAYE guidance for non-cash vouchers.
HMRC recounts an older case involving Christmas vouchers with a face value of £10, but notes that subsequent statutory rules replaced that approach. The £10 figure is not a current tax-free threshold.

Canada: employer cards generally count as taxable benefits
The Canada Revenue Agency (CRA) says employer-provided gift cards and certificates generally count as additional remuneration and taxable benefits because they function like cash. It describes conditional treatment for some restricted cards as non-cash gifts, subject to requirements such as limits on what the card can buy and employer recordkeeping. That treatment is not a general exemption for unrestricted cards or a universal annual tax-free allowance. Check the card’s exact restrictions and the CRA’s current Employers’ Guide to Taxable Benefits and Allowances before relying on an exception.

What to check if your employer gave you a card
- Identify the jurisdiction. Employment tax depends on the country whose rules apply; the US, UK, and Canadian approaches described above are not interchangeable.
- Confirm why it was given. A work-related reward can be treated differently from a personal gift.
- Read the card terms. In the UK and Canada, restrictions and transferability can matter to specific tax rules; in the US, ordinary gift cards remain cash equivalents for the de minimis rule.
- Ask how it will be reported. If the card came from an employer, ask payroll or the benefits team how they will handle any taxable benefit under local rules.
