Life and Health Insurance Are GST-Free in India: What Policyholders Need to Know

GST is 0% on individual life and health policies in India from 22 September 2025, but group insurance remains taxable. Here’s how to check eligibility and renewal charges.

Since 22 September 2025, GST is 0%—down from 18%—on individual life and individual health insurance policies in India, including family floaters. The exemption also covers reinsurance of those policies. It does not apply to group insurance, and it does not guarantee that every policyholder’s total premium will fall by exactly 18%. Check the policy type and compare the GST line, base premium and coverage on your renewal notice.

What changed, and when did it take effect?

The 56th GST Council meeting recommended the exemption on 3 September 2025. The Ministry of Finance says it was implemented through Notification No. 16/2025-Central Tax (Rate), dated 17 September 2025, and took effect on 22 September 2025. The Department of Financial Services describes the rate on covered individual policies as moving from 18% to zero. Which policies are covered?

The exemption applies to individual life and individual health insurance policies. Official examples include term, endowment and ULIP life policies, as well as family floater and senior-citizen health plans. Reinsurance of these covered individual policies is also exempt. Does the exemption apply to employer or other group insurance?

No. The Department of Financial Services says group insurance remains taxable at 18%, including employer-sponsored group health and group life cover; group credit-life and group-term cover are also included. If you receive cover through work, check whether your certificate is an individual policy or cover under a group master policy. What happens to premiums and renewal bills?

The change removes GST on the covered individual insurance service. It does not, on its own, establish that the total amount due will be exactly 18% lower: the GST charge is separate from the insurer’s base premium, and the policy’s coverage or terms may also change. Compare your current and previous renewal notices rather than treating the tax-rate change as a guaranteed total-bill reduction.

  • Check whether the notice identifies the policy as individual or group cover.
  • Compare the base premium and GST separately.
  • Check the sum insured, benefits, exclusions and any disclosed policy changes.

In a Rajya Sabha answer dated 3 February 2026, the Ministry reported that IRDAI was monitoring new and renewed policy prices and had asked insurers about increases after the GST relief announcement. It said general and health insurers confirmed they had not increased premiums and had passed on the GST relief. This is the government’s account of monitoring and insurer confirmations, not a promise that any particular policy’s future premium will remain unchanged. How do premiums near 22 September 2025 get treated?

The Department of Financial Services FAQ addresses payment timing and other supply events for policies around the effective date. The relevant facts can include the due date, invoice and payment date, so a due date by itself may not settle every case. The FAQ gives these specific examples:

  • Instalments: instalments paid before 22 September 2025 attract the earlier rate; those paid on or after that date are exempt.
  • Single premium due before the change, paid on or after it: the FAQ says no GST applies.
  • Advances: treatment depends on the supply, invoice and payment events.
  • Reinstated individual policy: a premium for an individual policy reinstated on or after 22 September 2025 is exempt.

For an unusual payment history, use the full Department of Financial Services FAQ and ask your insurer to explain the tax treatment on an itemized notice. Do not assume that one example automatically determines a different invoice scenario.

What if one individual health policy bundles other benefits?

The Department FAQ says that when an individual health policy is sold for one price with travel or personal-accident features embedded in it, the entire single-price product is exempt. This applies to the single-price individual product described in the FAQ; it should not be generalized to separately priced cover or a group policy. Department of Financial Services FAQ.

Does GST-free mean a policy is a better choice?

No. GST treatment changes the tax charged on an eligible policy; it does not by itself establish that the policy offers better coverage or suits your needs. Compare the insured amount, benefits, exclusions and terms separately from the tax line. An individual policy and a group policy may also receive different GST treatment even when both provide health or life cover.
