Life Certificate Not Updated: Can Family Keep EPFO Pension After a Pensioner’s Death?

A missed life certificate does not let relatives continue a deceased pensioner’s own EPFO pension. Eligible survivors may have a separate EPS family-pension claim.

No. A family should not continue drawing the deceased pensioner’s own EPFO pension as if an unsubmitted life certificate still proved that person was alive. An eligible spouse or other family member may qualify for a separate EPS survivor or family pension, but eligibility is not automatic. Notify the pension-disbursing bank and the concerned EPFO regional office, then ask how to make the applicable family-pension claim.

What happens to the pension when the pensioner dies?

A life certificate is proof that the pensioner named on it is alive. EPFO’s life-certificate form in its Employees’ Pension Scheme, 1995 Handbook uses the attestation: “Certified that I have seen the pensioner … and that he is alive on this date.” Relatives cannot use a life certificate to keep that person’s own pension payable after death.

That is different from an eligible family member’s EPS survivor benefit. EPFO describes monthly survivor, widow(er), and children benefits separately from a pensioner’s own retirement pension. The Form 10-D instructions identify widow and children pension as a family claim on the member’s death. The family benefit is a separate entitlement, subject to the applicable EPS rules and the facts of the case.

Does a missed life certificate give the family extra time to receive payments?

No. EPFO’s Pension Manual says a PPO with no life certificate continuously for seven years is automatically invalidated in EPFO’s pension master. It describes revalidation through the regional office for a pensioner whose PPO has become inactive. This is an administrative rule for a living pensioner’s missed proof of life—not a seven-year grace period for relatives after the pensioner dies.

What should the family do?

  1. Tell the pension-disbursing bank and the concerned EPFO regional office about the death. Ask what they require for the specific PPO, including how to stop or reconcile payments made to the deceased pensioner.
  2. Ask whether a spouse or other family member qualifies for EPS family pension. EPFO identifies Form 10D as the form for monthly pension claims, including widow and children pension. Confirm the correct claim route for the case with the regional office.
  3. Keep the PPO and bank details ready. Ask the office for its current supporting-document requirements; a single checklist for every case of a retired pensioner’s death is not established in the cited EPFO material.

EPFO’s Form 10-D instruction sheet lists claimant categories including widow, widower, children or orphans, guardian, nominee, and dependent parent, as well as several pension categories. These categories do not mean every listed person automatically qualifies in every situation. The relevant relationship and EPS eligibility rules determine the claim.

If the pensioner is alive but the certificate was missed

Use a proof-of-life process for the pensioner themselves; do not use the death-related family-pension process. EPFO advertises digital life-certificate submission using facial-authentication technology in its public notice. The Pension Manual also discusses physical certificates and revalidation of certain long-inactive PPOs. If the PPO has been inactive after prolonged non-submission, contact the regional office about revalidation; the manual describes office approval before reactivation. Check current EPFO instructions for the applicable route.

The Pension Manual also describes physical life certificates with Aadhaar-related identification being forwarded to the concerned EPFO office. For an NRI, it notes an exception involving the relevant embassy or an Indian scheduled commercial bank abroad. These are operational instructions for establishing that a living pensioner is alive, not a substitute for reporting a death and claiming any eligible family benefit.
