Public opposition has delayed or blocked some projects, but the evidence does not show that every town is losing control—or that opposition alone caused every delay. The financial question is whether a particular community’s obligations and risks are matched by benefits written into enforceable agreements.
What does it mean for a data center to “overwhelm” a town?
It can mean a mismatch in bargaining power and information. A developer may have specialist lawyers, engineers and financial advisers; a town may be making land-use, tax and infrastructure decisions with limited staff and a short window for public review. If residents learn about a proposal after key terms have been negotiated, they may have less opportunity to influence what the community receives or what costs it assumes.
That imbalance matters because a data center is not only a building. Its local financial effects can depend on the electricity and water systems it needs, public infrastructure work, tax treatment, land conversion and the jobs that remain after construction. A large announced investment is not the same as a large net benefit to residents: the investment figure does not by itself show tax revenue after incentives, public costs, or who pays for utility upgrades.
The headline’s language should not be read as proof that every town is outspent or that all projects follow the same pattern. The evidence supports significant local concern, active opposition and real project delays, alongside examples in which local governments describe negotiated tax and water terms. The outcome depends on the project, local law and the agreements actually in force.

How widespread is opposition, and what has it changed?
Data Center Watch reported that, across the two years covered by its review, $18 billion in data-center projects were blocked and another $46 billion were delayed. Its research timeline was May 2024 through March 2025, and the report was accessed October 7, 2026. The organization says estimates may change and that delays have multiple interacting causes; the figures do not establish that community opposition alone caused every block or delay.
Data Center Watch also counted at least 142 activist groups in 24 states. Its methodology reviewed 28 states with large hyperscaler projects in planning or development and included groups campaigning to block projects or increase regulatory burdens. That count signals organized activity, not a measure of how representative those groups are of residents in each community.
Opposition can cross party lines. In August 2026, the Associated Press described conservative Nebraska farmers and a Sierra Club chapter sharing concerns about farmland, water and electricity bills. Cass County had approved a 12-month moratorium on data-center development. The reporting concerned a potential project and associated energy infrastructure, not an operating data center.

In Hermantown, Minnesota, the AP reported that a proposed campus was on hold amid challenges to the adequacy of its environmental review. Residents said they felt excluded after learning that officials had known about the proposal earlier. These examples show why process can become a flashpoint, but they do not establish a single national outcome.

For household finances, a central concern is whether project-related electricity or infrastructure costs are shifted to ratepayers or taxpayers. Water demand, road or utility work, and tax incentives also affect the public balance sheet. These are questions to investigate for a specific proposal, not proof that a particular project will raise a household’s bill or reduce a town’s revenue.
- Electricity: What load is projected? What grid upgrades or new generation are needed, who will pay for them, and are there protections against shifting costs to other customers?
- Water: Where will water come from, how much is projected, and what cooling system is planned? Ask about drought conditions, wastewater and the difference between an estimate and measured use.
- Local revenue: What property taxes are expected after abatements or exemptions? For how long do incentives apply, what public costs accompany them, and are any community benefits enforceable?
- Jobs: Separate temporary construction work from permanent operating jobs. Ask for expected wages, local hiring terms and the basis for any claims about wider economic benefits.
- Land and services: Check the site’s acreage and proximity to homes, as well as effects on farmland, noise, air quality, green space and public services.
- Oversight: Find out when officials and residents learned of the plan, what information was public, who negotiated, what the public could still change, and how promised terms will be monitored.
The Urban Institute identifies electricity costs, water use, noise, tax exemptions, land use and the pace and transparency of decision-making among recurring community concerns. Its local-government checklist also asks: “What agreements with communities best distribute the cost and burden of data center buildouts and operation across governments, companies, and communities?”

Why do a project’s promises need to be checked against the agreement?
A public pledge is not automatically a binding obligation. The Urban Institute warns that voluntary commitments may lack an external enforcement mechanism, and that communities may learn about project plans or incentives too late to negotiate revenue terms. It also notes that state law can limit a local government’s bargaining authority.
Before treating a promised payment, job target or infrastructure contribution as part of the town’s financial return, residents should locate the signed agreement and check:

- What dates, amounts, service levels or hiring targets are specified.
- Who verifies performance and whether monitoring results are public.
- What remedy applies if a commitment is missed, and whether the local government has authority to enforce it.
- How long tax incentives last, what conditions apply, and what revenue remains after they expire.
The Federation of American Scientists’ 2026 local-government guide examines ordinances, taxable values in six jurisdictions and ten executed community-benefit agreements, and reports a scan of 42 local ordinances and 12 state actions. Those materials offer examples and questions for officials to consider; they do not establish that any one policy tool will work in every jurisdiction.

What do local examples show—and not show?
The contrast between Nebraska and Catawba County, North Carolina, illustrates why proposed projects and local-government projections should not be treated as interchangeable with observed results.

Catawba County presents a counterexample to the assumption that every project has the same local fiscal or water profile. But its account does not settle what another community should accept: residents still need the specific tax terms, timing, infrastructure obligations and enforcement provisions for their own project.

Timing is a practical form of leverage. The Urban Institute says communities may discover project plans and incentives too late to negotiate. Residents can ask for the proposal, incentive terms, utility analyses and draft agreements while decisions are still open, then compare projected public costs with enforceable benefits.

- Establish the project’s status. Is it proposed, approved, under construction or operating? Date each claim and distinguish a plan from a completed outcome.
- Request the underlying terms. Seek draft or signed agreements, tax incentives, public infrastructure commitments, utility-cost arrangements, water projections and environmental review documents.
- Map who bears each cost. For electricity, water, roads and public services, identify the paying party, any cost-sharing or ratepayer protections, and what is still uncertain.
- Calculate local revenue net of incentives and costs. Ask for the expected tax base, the duration and conditions of abatements, public spending needs and the assumptions behind projected jobs and spillover benefits.
- Test accountability before accepting a pledge. Confirm the local government’s authority, the monitoring process, public reporting and remedy for nonperformance.
- Make public review meaningful. Ask what information can be released, when hearings occur, which decisions remain changeable and how residents’ concerns will be addressed in the record.
The Urban Institute’s checklist organizes local review around governance, public engagement, tax base and revenue, utility costs, jobs, infrastructure and public land. A town’s authority and options vary by state, so officials should establish what local law permits before promising that a particular agreement or condition can be enforced.
What should a household take from the debate?
A proposed data center does not, on its own, establish that local electricity bills will rise, that a town will lose money, or that a developer’s commitments will be delivered. Nor does an investment announcement by itself prove a net public gain. The useful household-finance question is specific: which costs may reach ratepayers or taxpayers, what public revenue remains after incentives, and which promised benefits are enforceable?
Residents can judge a project more clearly when officials disclose the financial assumptions and agreements early enough for scrutiny. Without that record, headline investment and job figures leave the most consequential local questions unanswered.
