Taxes, location surcharges, fuel and toll terms, driver fees, and other contract conditions can raise the final bill; damage charges may also be disputed if the car’s condition was not documented. Request an all-in quote for your exact trip, read the rental terms, and record existing damage before leaving the lot.
Why can the final rental-car bill exceed the online quote?
The base rate may not include every mandatory charge, and some costs depend on what you do during the rental. The Federal Trade Commission (FTC) lists taxes and fees, airport surcharges, toll plans, fuel, mileage limits, return timing, travel across state lines, one-way drop-off, additional drivers, underage drivers, and optional equipment among factors that can affect the price. Which charges apply depends on the provider, pickup location, vehicle, itinerary, and agreement. The FTC’s rental-car guidance advises comparing prices online, but the useful comparison is the total for equivalent trips—not the headline daily rate.
Ask for the full price for your dates, pickup and return locations, vehicle class, and all intended drivers. Check what the quote includes and what could be added later. A charge disclosed in a rental agreement is not necessarily unlawful or hidden; the key is understanding the terms before booking and before accepting the car.
Which charges and terms should you check?

These are potential cost factors, not charges that every renter pays. The FTC’s Rule on Unfair or Deceptive Fees FAQ says covered businesses generally must include mandatory fees in the total price, subject to the rule’s terms; government charges and optional ancillary goods or services can be excluded from that total and disclosed later. Fees incurred after purchase may also be excluded when they could not have been known at purchase or are not part of the same transaction. That does not mean every later rental-car charge, including a damage or usage charge, is automatically an unlawful hidden fee.

How can you compare rental offers fairly?
Compare offers for matching dates, locations, vehicle classes, and drivers. Then compare the terms that could change your actual cost:
- The total quote, including taxes and location surcharges.
- Fuel return rules and mileage limits.
- Toll access, billing method, and service charges.
- Pickup and return locations, one-way fees, and early- or late-return terms.
- Additional-driver, underage-driver, and equipment costs.
- The damage waiver’s scope and exclusions, alongside any coverage you already have.
Request clarification in writing if a cost or condition is unclear. Keep the quote and booking confirmation so you can compare them with the agreement presented at pickup.

What should you know about damage waivers and existing coverage?
A Collision Damage Waiver (CDW), also called a Loss Damage Waiver (LDW), is a waiver under which the rental company agrees to pay for damage to its vehicle, subject to the agreement’s limits and exclusions. It does not cover injuries to you or damage to your personal property. The FTC says personal auto insurance, some credit cards, auto clubs, or employer coverage may provide protection, but terms vary. Check directly with your insurer, card issuer, or plan administrator before relying on it. FTC: Renting a Car
Read the waiver and rental agreement for exclusions. The FTC notes that reckless or impaired driving, or an unauthorized driver, can void coverage. North Carolina DOJ gives unpaved-road or out-of-state driving as examples of exclusions that may apply depending on the company and its terms. Do not assume that declining the waiver is always safe—or that buying it is always necessary. The right choice depends on the protections you can verify and the risks and exclusions in the specific contract.

How can you document the car’s condition before driving?
Set aside time at pickup to inspect the vehicle while you are still at the rental premises. The UK Department for Business and Trade recommends taking photos or video when possible, reporting defects immediately, having them recorded on the inspection form, and keeping a copy. This is useful evidence-preservation advice, not a guarantee that a later claim will be rejected. UK government: Renting a car—what to look out for
- Walk around the vehicle and inspect visible areas for existing damage or defects.
- Take clear, dated photos or video of the exterior and interior, including any areas you notice during the inspection.
- Tell rental staff about each defect before departure and make sure it is recorded on the inspection form.
- Keep a copy of the inspection record and retain your dated photos or video with the booking confirmation and signed agreement.
What can you do if the company charges you for damage?
If you believe a damage charge is incorrect, ask the rental company for evidence of the damage and an itemized repair invoice. Gather the booking confirmation, signed agreement, pickup and return records, inspection form, and dated photos or video. Keep communications and responses together so you can explain what you dispute and why.

Rules for damage claims differ by jurisdiction. New York General Business Law § 396-z sets documentation requirements for certain claims and specifies liability disclosures in New York; it should not be treated as a rule for every state. Fuel terms can produce unexpected charges if a renter assumes that returning a full tank always prevents a fee or that prepaid fuel is automatically cheaper. In a November 2007 enforcement matter, the FTC announced a settlement over Budget fuel fees assessed on some customers who returned cars full after driving fewer than 75 miles. That is a historical, case-specific example—not evidence of current Budget policy or of how common such charges are today. It underscores why you should read the specific fuel terms for your rental.
