A September 29, 2026, HUD–USDA agreement sets out work to coordinate environmental reviews and evaluate joint inspections for housing supported by both departments. It does not yet document faster reviews or lower costs. Separately, Rocket Companies reported higher purchase and refinance mortgage origination shares in Q2 2026; the figures are not RMBS market share.
What does the HUD–USDA agreement change?
The memorandum of understanding (MOU) creates a framework for the two departments to coordinate environmental-review processes and physical inspections for housing projects they both support. HUD says the agreement follows Section 802, the “Streamlining Rural Housing Act,” of the 21st Century ROAD to Housing Act, which became law on July 11, 2026, according to HUD. The statute set a 180-day deadline for the MOU; the Bipartisan Policy Center tracker records its publication on September 29, 2026.
The agreement assigns HUD responsibility for overall interagency coordination. HUD names Rural Housing Service Administrator George Kelly as USDA’s lead, and HUD Chief of Staff Drew McCall and Deputy Chief of Staff Reid Wilson as its own leads. HUD also reports that USDA Rural Development provided more than $42 billion in new funding in FY2025 for housing, community facilities, infrastructure and other rural development purposes. That agency-reported total is background, not a measure of the MOU’s impact.
Environmental reviews and cross-agency documents
The agencies will evaluate categorical exclusions for housing funded by HUD or USDA. They will also develop a lead-agency process and ways to streamline adoption of environmental impact statements and environmental assessments already approved by the other department for jointly funded projects. These are tasks in the agreement, not evidence that a new review procedure is already in effect.

Part 58 compliance and rulemaking
The MOU calls for continued compliance with 24 CFR Part 58 as it stood on January 1, 2025, with an exception for categorical-exclusion changes made through standard rulemaking. The agreement does not itself announce completed regulatory changes.
Physical inspections
The departments will evaluate whether joint physical inspections are feasible. The announcement does not say that joint inspections have begun or specify a new inspection schedule.

Will the agreement make rural housing reviews faster?
That is an intended outcome, not a demonstrated result. HUD and USDA describe a framework for aligning processes, but their announcement does not report measured reductions in review times, project costs or inspection burden. The Bipartisan Policy Center tracker also notes a separate statutory report due within one year concerning jointly funded housing projects; a report deadline is not itself evidence of savings.
HUD Secretary Scott Turner said the departments are working to streamline reviews and end regulations that hinder rural housing development. USDA Secretary Brooke L. Rollins said regulation and bureaucracy have slowed the growth of rural homeowners. These are administration statements of purpose, not independent findings that the MOU has already increased housing supply or affordability.

What does Rocket’s mortgage market share measure?
Rocket Companies’ Q2 2026 results report mortgage origination market share: the company says its purchase share was 6.2%, compared with 5.5% in Q4 2025, and its refinance share was 14.3%, compared with 12.2% in Q4 2025. These are Rocket-reported figures comparing those periods; the release does not identify them as residential mortgage-backed securities (RMBS) issuance share.

The company release is the source for these percentages; it does not independently validate how they were calculated. Purchase and refinance are distinct origination categories, and neither figure should be read as a share of securities issuance.

Is Rocket gaining share in RMBS or in mortgage originations?
The cited Q2 results establish Rocket-reported gains in purchase and refinance mortgage origination share, not a quantified RMBS share. RMBS are securities backed by mortgage loans; origination share concerns loans made, while RMBS share would concern securities issuance or another defined securities-market measure. Sponsoring a particular transaction does not establish a company-wide share of that market.

For example, KBRA describes a $545.2 million RMBS transaction, RCKT Mortgage Trust 2026-CES5, sponsored by Woodward Capital Management, a wholly owned Rocket Mortgage affiliate, alongside Canyon RB1-26 Holdings. KBRA identifies the pool as newly originated closed-end second-lien mortgages. This documents Rocket-affiliated participation in one transaction, not Rocket’s share of the overall RMBS market.
