India’s notebook manufacturers are asking the government to set a minimum import price for finished notebooks and investigate imports from Indonesia, according to a 5 October 2026 report by PrintWeek India. The report establishes an industry request—not a government decision. The current CBIC GST schedule lists notebooks and several related book types at 12%, while a separate entry for other stationery articles is 18%.
What import curbs are notebook makers asking for?
The All India Notebook Manufacturers Association has reportedly sought two measures: a minimum import price for finished notebooks and an anti-dumping investigation into Indonesian imports. The request was reported by PrintWeek India on 5 October 2026.
These proposals are different. A minimum import price would set a floor for covered imports. An anti-dumping investigation would examine specific imports and whether trade-remedy action is justified. The report establishes that the association wants these steps; it does not establish that the government has accepted the request, opened an investigation, or imposed a price floor.
How does GST fit into the dispute?
The association’s request is framed against tax and tariff conditions affecting notebook economics. A secondary summary of the reporting says the association argues that taxes on inputs, alongside exempt finished products, weaken competitiveness. That detailed tax mechanism is not confirmed by the official schedule cited here, so it should not be treated as an established description of current notebook taxation.

The Central Board of Indirect Taxes and Customs (CBIC) schedule lists exercise books, graph books, laboratory notebooks and notebooks under heading 4820 at 6% CGST plus 6% SGST for intra-state supplies, or 12% combined. It separately lists other stationery articles under heading 4820 at 18%. These are distinct product descriptions; the 18% entry should not be applied to the notebook entry. What is known—and not known—about the policy status?
The reported position is an association petition or request. The available report does not establish a government response, an investigation notice, a recommendation, a final trade-remedy measure, or enforcement. Those are separate policy stages, and a call for action is not evidence that any later stage has occurred.

A price floor and an anti-dumping process could affect different sets of imports and businesses. A minimum price could apply broadly to covered finished notebooks, depending on its eventual scope. An investigation would instead examine defined products, countries, and exporters, and any remedy would depend on its findings and the government’s subsequent action.

For consumers and businesses that buy notebooks, the relevant questions would include whether any measure raises import costs, changes retailer prices, or affects the availability of particular products. For manufacturers and importers, the questions include how a policy defines covered notebooks and how it treats production costs, supply, and competition. The cited reporting does not quantify any of these effects, so no price increase or supply impact can yet be stated as a finding.
