India and the United States have reached a difficult point in trade negotiations, but talks have not ended. On October 5, 2026, Indian Finance Minister Nirmala Sitharaman said further concessions would be “very, very difficult” for both countries while emphasizing that negotiations were still ongoing.
What did Sitharaman mean by “plateau”?
Sitharaman was describing the limits the two sides have reached in bargaining—not announcing a formal end to negotiations or saying an agreement is imminent. She also left open the possibility of further movement: “Maybe if there are rooms to operate from, both sides would do it.” Reuters reported that she called the agreement hard-fought and said, “The negotiations are still ongoing.” The quotations are attributed to Sitharaman as reported by Reuters; a separate event transcript was not identified.
Are India–US trade talks still ongoing?
Yes. Sitharaman explicitly said negotiations continued. Reuters also reported that U.S. Trade Representative Jamieson Greer had said the previous week that an agreement was not imminent. Together, those statements point to continued talks without a near-term deal being assured.

What is being negotiated?
The discussions concern both an interim reciprocal-trade agreement and a broader bilateral trade agreement, or BTA. Negotiations began in February 2025 and address closer economic ties as well as longstanding market-access issues, according to Reuters.
The February 2026 interim framework
A February 7, 2026 joint statement announced a framework for an interim agreement and reaffirmed the countries’ commitment to broader BTA negotiations. It described proposed provisions on tariffs and market access, rules of origin, non-tariff barriers, technical standards, economic-security alignment, and digital-trade rules.

The framework said the United States would apply an 18% reciprocal tariff rate to specified Indian-origin goods. It also described removal of reciprocal tariffs for certain other goods as conditional on successful conclusion of the interim agreement. The statement records framework terms and conditions; it does not establish that those provisions later took effect.
The same statement said India intended to purchase $500 billion in U.S. energy products, aircraft and aircraft parts, precious metals, technology products, and coking coal over the next five years. This was an announced intention, not a record of purchases already made.

Negotiating activity in 2026
India’s Ministry of Commerce said Indian officials met U.S. counterparts in Washington from April 20–23, 2026. It announced that a U.S. team was expected in Delhi June 1–4 to continue work on the interim agreement and broader BTA, including market access, non-tariff measures, customs and trade facilitation, investment promotion, and economic-security alignment.
A subsequent Indian government release said USTR Ambassador Jamieson Greer visited New Delhi from June 22–24 and met Commerce and Industry Minister Piyush Goyal. The governments reviewed market access, digital trade, supply-chain resilience, non-tariff barriers, and strategic-sector cooperation. India described substantial progress and said work continued toward an interim agreement as a step toward a comprehensive BTA. Those June updates predate Sitharaman’s October assessment.

What did Sitharaman say about the trade balance?
Reuters reported Sitharaman’s view that the trade balance favors India while the United States runs a deficit, and that Washington would want to reduce that imbalance. She said, “They would want to reduce that imbalance.” This is her characterization as reported by Reuters, not an independently verified current trade-balance figure.
