What the F-47 award means
On March 21, 2025, the Department of the Air Force announced an engineering and manufacturing development award to Boeing. The award starts development of the crewed fighter known as the F-47, at the center of the Air Force’s Next Generation Air Dominance (NGAD) effort. The Air Force’s public award announcement identifies Boeing as the winner, but does not publish a side-by-side assessment of Boeing’s and Lockheed Martin’s proposals (Air Combat Command, March 23, 2025; Chief of Staff statement, March 21, 2025).
NGAD is broader than one fighter. The Congressional Research Service describes it as a family of systems that includes a crewed aircraft and Collaborative Combat Aircraft (CCA)—uncrewed, semiautonomous aircraft that may operate alongside the fighter or other aircraft. The F-47 is intended to replace the F-22 in the air-dominance mission; it should not be treated as interchangeable with the broader NGAD effort or the separate CCA concept (Congressional Research Service, updated July 22, 2025).
What is known about Boeing and Lockheed Martin
DARPA says both Boeing and Lockheed Martin designed X-plane demonstrators under research and development contracts intended to reduce risk for NGAD. The demonstrators first flew in 2019 and 2022, and each logged several hundred hours, according to DARPA’s March 2025 account (DARPA, “DARPA X-planes paved the way for the F-47,” March 21, 2025).

That history establishes that both companies did substantial relevant work. It does not establish that the government released a performance comparison, that Boeing’s demonstrator was simply the F-47, or that one aircraft’s public flight record explains the award. DARPA’s account describes risk reduction, not the Air Force’s final evaluation of competing proposals.
What the public record does—and does not—say about the decision
The Air Force has publicly announced the outcome, but the reviewed award materials do not set out the comparative source-selection rationale. They do not provide proposal scores, evaluated prices, scoring weights, or a detailed account of which technical or schedule commitments distinguished the finalists. As a result, claims that Boeing won because of a particular design advantage, lower cost, industrial-base policy, or political influence go beyond what these sources establish.

The competition unfolded over several years. CRS reports that the Air Force had issued a classified request for proposals by 2023; Boeing and Lockheed Martin were among the companies developing demonstrators, while Northrop Grumman appeared to have done so before opting out. The Air Force paused its planned award in May 2024 so the incoming administration could decide whether, and to whom, it should award the contract. The award proceeded in March 2025 (CRS program history, updated July 22, 2025).
This timeline explains the setting for the decision, not its undisclosed scoring. The most accurate answer to “Why did Boeing win?” is that it won a classified competition after years of preparation and prototype risk-reduction work; the precise reason it was preferred to Lockheed Martin has not been made public in the sources cited here.

Why the Air Force is pursuing NGAD
The strategic case for the program is separate from the choice of contractor. CRS describes NGAD as a planned successor to the F-22 for maintaining air dominance in contested environments. The effort responds to challenges including long-range air defenses and electronic warfare, as well as the distances and refueling demands associated with a potential Pacific conflict. The family-of-systems concept also includes crewed and uncrewed aircraft working together (CRS, updated July 22, 2025).
CRS reported that a May 2025 Air Force fact sheet described planned F-47 capabilities of a combat radius above 1,000 nautical miles and speed above Mach 2, along with greater stealth than other fighter aircraft. The same fact sheet reportedly set an intended purchase of more than 185 aircraft. These are plans as summarized by CRS, not measured performance from an operational F-47 or a guaranteed final fleet size (CRS, July 22, 2025).
