Canada’s federal Electric Vehicle Affordability Program (EVAP) lists the 2026 Tesla Model Y RWD-B for up to $5,000, and Tesla Canada lists the Model Y RWD at a $49,990 MSRP. That does not guarantee a rebate on every order: the final transaction value, buyer eligibility, seller participation, transaction date and available funding all matter. The official sources reviewed confirm the current listing and price, but do not establish the size or date of the reported price drop.
What the EVAP listing says about the Model Y
Transport Canada’s eligible-vehicle list includes the 2026 Tesla Model Y RWD-B as a battery electric vehicle. Its listed maximum is $5,000 for a purchase or a lease of at least 48 months. Tesla Canada’s incentives page calls the trim “Model Y RWD” and lists its MSRP as $49,990. Because the names differ, confirm with the seller that the exact vehicle configuration on your order corresponds to the listed RWD-B entry. Transport Canada’s EVAP eligible-vehicle list and Tesla Canada’s incentives page show the respective listing and price.
The vehicle-list amount for a 2026 battery electric vehicle varies with lease term:

For leases between 12 and 47 months, the amount is prorated. The applicable amount is determined by when the seller submits the eligibility assessment, so check the amount for the specific transaction rather than relying on a past quote. These are maximums, not guaranteed payments to every buyer.

Why $49,990 MSRP does not settle eligibility
For vehicles not made in Canada, the general EVAP ceiling is a final transaction value of $50,000 or less. The program test is not simply whether the advertised MSRP falls below that figure. Options, trim choices and other counted vehicle-related items can affect the final transaction value; discounts count in full whether applied before or after tax. Some items are excluded in Transport Canada’s examples, including winter tires. Canadian-made vehicles are exempt from the price cap. Ask the participating seller to calculate the transaction value using the actual order paperwork. Transport Canada’s EVAP FAQ explains the calculation and examples.
Tesla’s $49,990 figure is an MSRP, not a guaranteed all-in price or final transaction value. Tesla distinguishes MSRP from delivery-related fees and all-in pricing on its page. Adding options could put a transaction over the ceiling even if the base MSRP is under it.

Who and what can qualify
EVAP applies to eligible new-vehicle purchases and leases entered into on or after February 16, 2026. The federal program covers vehicles that meet its requirements, including origin and safety rules. In general, a qualifying vehicle must:
- Be made in Canada or in a country that has a free-trade agreement with Canada.
- Be a light-duty vehicle weighing under 8,500 pounds, road-capable and equipped with at least four functioning wheels.
- Meet Canadian Motor Vehicle Safety Standards and be new, meaning it has not been previously registered.
- Meet the applicable final transaction value limit, unless the Canadian-made vehicle exemption applies.
A demonstrator may qualify if its odometer shows fewer than 10,000 km. Used vehicles do not qualify. Cash and financed purchases are eligible, and a lease must run for at least 12 months. An individual may receive one EVAP incentive during the five-year program. Consult Transport Canada’s eligibility requirements for the full rules.

A model’s appearance on the federal list is useful confirmation, but it does not establish that a particular buyer or order qualifies. Transport Canada says a vehicle can still qualify even if it is not on the list, provided it meets program criteria; in either case, the transaction and buyer must be assessed.
How to claim the incentive at purchase or lease
The incentive is applied at the point of sale by a dealership or authorized seller, not claimed directly by consumers. Transport Canada says: “The incentive will be applied at the point-of-sale by a dealership or authorized seller once they have confirmed both you and the vehicle qualify.”

- Confirm the exact vehicle and seller. Check that the order’s model year and configuration match the eligible list, and ask Tesla or the seller whether it is administering EVAP for that transaction. Tesla says it may opt not to participate, and its page cautions that incentives are subject to change and not guaranteed.
- Have the seller check the transaction. The seller reviews vehicle and buyer eligibility, including the final transaction value and relevant timing.
- Sign the required consent. You authorize the seller to submit the eligibility information to Transport Canada.
- Review approval and paperwork. If approved, you sign an attestation. The seller applies the incentive to the bill of sale or lease agreement. Taxes and fees are applied first, then the incentive.
Transport Canada says an eligibility validation is valid for 90 days. Confirm the incentive amount and its application in the written order or lease documents before relying on it.

Transport Canada announced $2.275 billion for EVAP over five years and reported $1.92 billion remaining as of October 1, 2026, on a program page modified October 2, 2026. Funding is first come, first served. The program is scheduled to run through March 31, 2031, or end sooner if its funding is used up. These dates and balances describe the program at the stated time, not a guarantee that funds will be available for a later order. The available official sources establish the current Tesla price and the Model Y RWD-B list entry, but not the prior price, precise reduction or date it took effect. They also do not establish that Tesla will process EVAP for every specific order.
