What Happened to Federal EV Chargers—and Were Government EVs Decommissioned?

GSA’s 2025 directive let it deactivate non-mission-critical chargers at specified federal facilities. It did not order federal EVs decommissioned or establish a count of chargers closed.

GSA ordered a review of certain federal EV chargers in 2025; its directive did not decommission federal electric vehicles. The policy applies to charging equipment at federally owned facilities under the General Services Administration’s jurisdiction, custody, and control. Agencies can keep stations operating for documented mission-critical needs, while GSA said other equipment could be deactivated. A separate claim that the government sold or retired its EVs requires separate evidence.

What the 2025 GSA directive did

GSA Directive PBS 5605.1B, signed March 3, 2025, covers electric vehicle supply equipment (EVSE) at federally owned facilities under GSA’s jurisdiction, custody, and control. It is not a nationwide shutdown order for every federal charger or every facility operated by a federal entity. GSA’s directive library lists the policy as active through March 31, 2028, and says it superseded the previous GSA EVSE order. See the GSA directive library entry and the directive PDF.

The directive’s stated purpose is to guide EVSE implementation, use, and financial accountability at those sites. It allows GSA to support customer agencies’ mission-critical charging needs using existing equipment and to discontinue equipment that is not mission-critical. GSA defines EVSE as equipment commonly called charging stations or docks that supplies power to recharge a vehicle’s battery.

How agencies could keep stations operating

Under the directive, a customer agency must provide GSA with a written statement documenting a mission-critical need for charging. Where an agency has assigned parking with charging capability, GSA says the stations remain operational for as long as that documented need exists. The policy does not establish that every station without such a determination was automatically shut off on a single date.

In an April 3, 2025 announcement, GSA said its memorandum to facility tenants set criteria for agencies to justify mission-critical need. GSA said equipment not found mission-critical would be deactivated and associated contracts or orders terminated. It described the process as the first step in evaluating partner agencies’ needs and said Directive 5605.1B authorized no new charging-station installations.

What GSA reported canceling

GSA reported canceling 32 charging projects worth over $23 million since the January 20, 2025 executive order “Unleashing American Energy.” That is GSA’s reported count and value for canceled projects—not a tally of installed charging ports shut down. GSA said further savings were expected; the announcement does not establish how much was ultimately realized. It also does not give a national count of deactivated stations or ports.

How large was the federal EV charging network?

The figures available before GSA’s announcement describe different dates and statuses, so they should not be combined or treated as a count of chargers later closed. In its directive, GSA cited 8,622 federal electric vehicles, excluding USPS, in the FY 2023 Federal Fleet report, which it described as the most current publicly available fleet report when the directive was written.

A December 17, 2024 GAO report said that, as of November 2024, federal agencies had activated about 10,500 charging ports nationwide and were installing about 52,500 more, according to Council on Environmental Quality officials. GAO also reported GSA’s estimate that widespread fleet electrification might require more than 100,000 ports. Those numbers refer respectively to activated ports, installations in process, and an estimated future need; none measures the effect of the later GSA policy.

Does this mean the government decommissioned or sold its EVs?

No such conclusion follows from the charger directive. PBS 5605.1B governs charging equipment at specified GSA-controlled facilities, not the disposal of vehicles. A House hearing record contains a statement from GAO Director David Marroni responding to a question asserting GSA would sell 25,000 EVs. Marroni said GAO had not been asked to evaluate charging-station plans or their budget consequences, and that GAO was not aware of official administration plans at that time to sell vehicles then in the federal fleet. That is a dated statement about GAO’s awareness, not proof of what happened to vehicles afterward. See the House hearing record.

To establish that particular federal EVs were sold, retired, or otherwise decommissioned, a separate vehicle-specific record would be needed. The GSA charger announcement does not supply one, and the evidence cited here does not establish a current, comprehensive inventory or disposition of federal EVs.

Why the broader EV transition involves trade-offs

GAO’s December 2024 review found that zero-emission vehicles generally cost agencies more than gasoline vehicles, mainly because of acquisition and monthly lease costs. Peer-reviewed studies GAO reviewed found environmental benefits and the possibility of lower maintenance costs. Agency officials also described gasoline vehicles as more flexible and convenient, and said progress depended partly on whether vehicles meeting mission needs were available. Those findings concern the broader transition, not an evaluation of GSA’s later charger deactivation policy.

Do not confuse this with a separate 2026 order

A White House executive order dated August 26, 2026 concerns certain foreign-produced bulk-power system equipment. It is a separate measure and is not the source of GSA’s March 2025 policy for EV charging equipment at specified federal facilities. See the White House executive order and its fact sheet.
