A USPS Postmark Change Could Affect Your Taxes and Charitable Giving

A new USPS postmark rule can complicate deadline-sensitive federal tax mail. The IRS treats mailed charitable checks under a separate timing rule.

A USPS postmark may show when mail was processed—not the day you dropped it in a mailbox. For federal paper tax returns and mailed tax payments, that difference can matter because the postmark is used to determine whether a mailing was timely. A charitable check follows a separate IRS rule: it is generally treated as delivered on the day you mail it.

What changed about USPS postmarks?

The National Taxpayer Advocate says a USPS rule that took effect December 24, 2025, means postmarks are applied when mail reaches automated processing, rather than when USPS first receives it. Collection schedules, processing, weekends, holidays and distance from a processing facility can create a difference between the day you deposit mail and the postmark date. The Advocate says letters and flats originating more than 50 miles from a USPS regional processing and distribution center may receive a postmark one to three days after mailing; that is a possible delay in specified circumstances, not a delay for every piece of mail. Does the postmark date count as the day I mailed my tax return?

For a federal paper return, the postmark can determine whether it was filed on time. IRS Topic 301 says a return is timely if it is properly addressed, has sufficient postage, and is postmarked and deposited in the mail on or before its due date. If the postmark falls after the deadline, the mailbox drop-off date may not establish timely filing. (IRS Topic no. 301, When, how and where to file)

The same concern applies to mailed estimated-tax payments: IRS Publication 505 notes that the postmark date reflects processing at a postal facility and may differ from the day you dropped off the payment. Consult the instructions for the particular return or payment and its applicable deadline. Federal rules do not establish the deadline or mailing treatment for a state return; check the relevant state tax authority.

When does a mailed charitable check count for taxes?

Do not conflate the postmark rule for a tax return with the timing rule for a charitable check. IRS Publication 526 says a check mailed to a charity is generally considered delivered on the date the donor mails it. The USPS postmark change does not, by itself, move that contribution into a later tax year. This rule concerns mailed checks; credit-card gifts, electronic payments and transfers of property have their own timing considerations. Confirm the applicable IRS guidance for the type of gift. What records should you keep for a charitable gift?

  • For a monetary gift, keep a bank record or written communication from the charity showing the organization’s name, contribution date and amount. (IRS Tax Tip 2026-57, July 23, 2026)
  • For a contribution of $250 or more, obtain a written acknowledgment from the qualified organization before claiming the deduction. The acknowledgment must be obtained by the earlier of the date you file your original return or its due date, including extensions. (IRS, Charitable organizations: substantiation and disclosure requirements)
  • Keep the acknowledgment and supporting records with your tax documents, and verify the recipient qualifies for a federal charitable deduction and that the gift meets applicable limits and substantiation rules.

How can you prove you mailed a federal return on time?

When a federal deadline is close, choose a method that gives you date evidence and a record you can retain. The National Taxpayer Advocate recommends electronic filing or payment when possible, or going to a post office counter for a dated postmark and proof of mailing. Its advice is not a guarantee that every counter transaction resolves every filing dispute.

Post-office counter mailing Ask for a suitable dated postmark and proof-of-mailing option, such as Certified Mail, Registered Mail or a Postage Validation Imprint, as applicable. Keep the receipt or other proof issued for the service you use. Requires a trip and care to retain the specific evidence provided; do not assume a mailbox drop-off produces equivalent proof.

The comparison reflects guidance from IRS Topic 301 and the National Taxpayer Advocate.

If you need to mail from a post office

  1. Take the properly addressed, sufficiently stamped item to a post-office counter rather than relying on a blue collection box near the deadline.
  2. Ask for a counter option that provides proof of mailing, such as Certified Mail, Registered Mail or a Postage Validation Imprint, and retain the evidence you receive.
  3. If postage is already affixed, the Advocate says you may request a manual local postmark at no charge. A manual postmark alone does not create a document you can retain as proof of mailing.
  4. If using a private delivery service for federal tax mailing, use only an IRS-designated service and check current IRS instructions for the specific service and delivery address.

The National Taxpayer Advocate’s April 8, 2026 blog, updated May 1, 2026, puts its advice this way: “To protect yourself, file or pay electronically when possible, or if mailing near a deadline, go to a post office counter and obtain a dated postmark and proof of mailing.” The Advocate notes its views do not necessarily reflect the positions of the IRS, Treasury or OMB.
