Microsoft subsidiary ZeniMax Media’s quality-assurance workers ratified their first union contract in late June 2025, according to the Communications Workers of America (CWA). The agreement covers more than 300 QA workers in Maryland and Texas represented by ZeniMax Workers United-CWA—not all Microsoft or Xbox employees. CWA announced a tentative agreement on May 30, 2025; that announcement alone did not mean workers had ratified it.
What the agreement provides
CWA described the ratified contract as including substantial across-the-board wage increases, new minimum salaries, protections against arbitrary dismissal, grievance procedures, recognition of QA contributions to games, and terms on introducing and implementing artificial intelligence in the workplace. A June 5 CWA follow-up also cited position upgrades, job-security measures, and professional-development opportunities. These are the union’s descriptions of the terms; the public releases reviewed do not include the complete contract or its pay tables. CWA’s May 30 announcement and June 5 follow-up do not state a specific raise percentage, dollar increase, or minimum salary.
The agreement’s scope matters: CWA identifies the bargaining unit as more than 300 ZeniMax QA workers in Maryland and Texas, represented by Locals 2100, 2108, and 6215. It is not a contract covering the entire Microsoft gaming workforce. CWA also reported that more than 2,000 Microsoft video game workers had joined a union under a neutrality agreement; that broader figure is not the size of this ZeniMax unit.
How bargaining reached ratification
- January 2023: ZeniMax Workers United-CWA formed. The Associated Press reported that a majority of about 300 QA workers voted to join the union and Microsoft recognized it. The AP’s contemporaneous account covers the union’s formation and recognition.
- May 30, 2024: Microsoft and CWA extended a labor-neutrality agreement to ZeniMax. CWA said the framework provided for company neutrality while covered employees considered union representation, communication among workers and with union representatives, a streamlined representation process designed to maintain privacy, and dispute resolution and arbitration. CWA’s announcement describes that framework.
- April 1, 2025: CWA said more than 94% of the bargaining unit voted to authorize union leadership to call a strike. This was authorization, not evidence a strike took place. CWA described disputes during bargaining over wages, remote-work options, and outsourcing of in-house QA work. The union’s strike-authorization announcement reports its account of the vote and disputes.
- May 30, 2025: CWA announced a tentative agreement after nearly two years of negotiations. The proposal still required worker ratification.
- Late June 2025: Workers ratified the contract, as CWA reported in a January 2026 release. The announcement gives the month, not an exact ratification date. CWA’s ratification announcement confirms the later status.
What is—and is not—publicly established
The public announcements establish that workers ratified a first contract and outline broad categories of provisions. They do not disclose the full contract, exact wage minimums or raise percentages, the contract’s duration, or enough detail to independently assess how each provision is being implemented. CWA’s statements are the source for the terms and bargaining claims summarized here; the AP report provides independent contemporaneous context on union formation and recognition, not a detailed analysis of the 2025 contract.

CWA President Claude Cummings Jr. called the agreement evidence that “Workers in the video game industry are demonstrating once again that collective power works.” Page Branson, a Senior II QA Tester and bargaining committee member, called it “a monumental victory for all current video game workers and for those that come after.” These are the speakers’ assessments, not independent findings about the contract’s effects. The public sources reviewed do not provide an employer statement specifically addressing the ratified terms.
