e-Abiana is a Punjab, Pakistan, government system for digitizing the billing and collection of Abiana—the water charge paid by irrigators—and related fines. The Punjab Information Technology Board (PITB) developed it with the Punjab Irrigation Department. The project began with a 2020 agreement, was inaugurated in 2021, and was rebranded in 2023 as the Irrigation Revenue Collection System (IRCS), a name PITB still uses alongside e-Abiana.
What e-Abiana does
The system was intended to replace the Irrigation Department’s manual billing and collection process with digital billing and payment collection. Abiana is the water revenue collected from farmers by the department; the original project also covered related fines. The launch announcement described automated digital billing as a replacement for the century-old collection system. Punjab Portal’s 2020 announcement and PITB’s 2021 inauguration notice describe the initiative.
This is a Punjab government service, not a consumer product. Official listings do not establish any need to buy special hardware to use it.

How the name changed from e-Abiana to IRCS
e-Abiana was the original project name. In January 2023, PITB said the first phase had concluded and the initiative was rebranded as the Irrigation Revenue Collection System (IRCS). PITB’s 2024 and 2025 updates use IRCS while identifying it as also known as e-Abiana. The names therefore refer to the same initiative in those official updates, rather than evidence of a separate service launched in 2025.

Payment options: what is confirmed
A July 2, 2021 PITB notice said farmers could pay through e-Pay Punjab, JazzCash, EasyPaisa, bank over-the-counter service and ATMs. Those are documented options at that time, not confirmation that every channel remains available now. PITB’s 2021 payment notice
The current official e-Pay Punjab guide lists eAbiana as a fee farmers pay to the Punjab Irrigation Department, but the guide does not establish the present availability of the historical channels or specify current fees. Check the live government instructions for the bill before choosing a payment route; do not rely on the older channel list as a current guarantee.

What is known about its scale and current status
In the October 2020 MoU announcement, Punjab Irrigation Minister Mohsin Khan Leghari described Abiana collected in Punjab as almost PKR 4 billion per annum. That is a historical estimate reported at the project’s launch, not a current collection total. The official updates cited here do not provide a more recent, directly comparable figure for e-Abiana or IRCS collections.
The official record establishes the project’s launch, name change, later system reviews and reported crop-based assessment deployment. It does not establish live transaction success, current payment-channel availability, applicable payment fees, or individual farmers’ experience. The evidence is specific to Punjab, Pakistan; it should not be read as a description of services elsewhere in Pakistan.

The Punjab Portal maintains an eAbiana app directory listing, and e-Pay Punjab lists the service as eAbiana. These listings confirm official references to the service; they do not, by themselves, confirm that all historical payment routes remain active.
