For an Indian GST-registered business, using eligible input tax credit (ITC) in the electronic credit ledger against output tax is the ordinary route. A GST refund is a separate recovery process, and an unutilized balance is refundable only when a statutory ground and its conditions apply. First establish the claim category, eligible credit, restrictions and evidence for the relevant period; then compare the cash-flow consequences.
Refund and adjustment are different routes
An ITC adjustment uses credit available in the electronic credit ledger against output tax liability, in accordance with the applicable GST payment rules. It can reduce the cash a business otherwise needs to pay that liability. A refund claim instead seeks recovery under the statutory refund process; it is not an automatic withdrawal of any ledger balance.
When a refund application relates to ITC, the CBIC refund rules provide for debiting the electronic credit ledger by the amount claimed. See the CBIC Refund Rules and CBIC Payment Rules.
When can unutilized ITC qualify for a refund?
Section 54(3) of the Central GST Act provides for refund of unutilized ITC in specified circumstances, subject to restrictions and exceptions. Two important categories are:

- Qualifying zero-rated supplies made without payment of tax. Whether a particular supply and claim meet the requirements depends on the applicable provisions and facts.
- Qualifying inverted-rate accumulation. This concerns cases where the tax rate on inputs is higher than the rate on output supplies, subject to statutory conditions and exceptions.
The existence of a ledger balance by itself does not establish eligibility. The nature of the supplies, whether the credit is eligible and unutilized, applicable notifications and the rules for the claim period all matter. The CBIC reproduction of the Central GST Act, including section 54, sets out the statutory grounds and constraints.
Compare the routes before choosing

The table describes general routes, not a personal recommendation. The better practical choice depends on whether a refund ground exists, the likelihood of a valid claim, expected output tax against which credit could be used, cash-flow timing, and the work and cost of preparing the claim. Those are business-specific considerations, not a CBIC ranking of the options.

What to check before filing a refund claim
- Identify the ground. Determine whether the claim is for qualifying zero-rated supplies without payment of tax, inverted-rate accumulation or another applicable statutory basis. Do not treat an unutilized balance alone as the ground.
- Verify the credit and claim period. Confirm that the amount is eligible ITC and unutilized, and check the rules and notifications that apply to the relevant period. In particular, do not rely on an old formula without checking the current rule wording and amendments.
- Gather category-specific evidence. The refund rules prescribe an electronic application and supporting information. CBIC materials include export and invoice details for relevant export claims and prescribed invoice statements for inverted-rate claims.
- Check exclusions and restrictions. Export duty and other statutory or notified restrictions may affect eligibility. Review the conditions for the exact supply and claim rather than assuming all exports or all inverted-rate balances qualify.
- Compare recovery with future use. Consider whether the business expects output tax liabilities against which it can use the credit, how important timely cash recovery is, and the effort of documenting and filing a refund claim.
CBIC’s Sectoral FAQs provide explanatory discussion of exporter refunds and related restrictions. For inverted-duty refund issues, Circular No. 181/13/2022-GST, dated 10 November 2022, discusses issues including the formula amended in 2022. A circular or FAQ should not replace checking the Act, rules, notifications and procedures applicable to the claim period.
