Bitcoin held by a government is not automatically an official foreign-exchange reserve asset. Foreign-currency reserves are external assets monetary authorities can control and readily use for external payments or foreign-exchange intervention. In the statistical methodology discussed by the Czech National Bank (CNB), directly held Bitcoin does not meet that definition; a government can still call it a reserve for its own political or internal purposes, but that label should not be confused with officially reported reserve totals.
What foreign-currency reserves are for
Official reserve assets are external assets that monetary authorities control and can readily use. They help meet external payment needs, finance balance-of-payments pressures, support foreign-exchange intervention, and underpin confidence in a country’s ability to meet obligations. The International Monetary Fund’s Guidelines for Foreign Exchange Reserve Management put liquidity and security ahead of profit, within prudent risk limits.
The distinction is practical as well as statistical: an asset counted as an official reserve should be available to the authority when needed, not merely owned by a public institution or described as strategically valuable.
Why directly held Bitcoin is treated differently
The CNB’s analysis, following consultations it reports with IMF and European Central Bank representatives, says directly held Bitcoin is not an official reserve asset under the cited methodology. Its explanation is that Bitcoin has no nonresident counterparty and is treated as a nonfinancial asset in that statistical framework. This is a conclusion about formal reporting treatment under that framework, not a ban on a government holding Bitcoin or using the word “reserve” in a domestic policy statement.

Thus, an authority might call Bitcoin a strategic or national reserve under its own internal definition, while the holding remains outside official reserve totals compiled under IMF methodology. The CNB analysis also distinguishes direct Bitcoin holdings from Bitcoin ETF investments: in its described framework, direct holdings would not be reported in the official reserves template, while ETF investments would be reported in the usual way as part of international reserves. That specific treatment should not be assumed to resolve every jurisdiction’s accounting or reporting rules.

How reserve statistics are reported
COFER tracks currency composition, not every reserve asset
The IMF’s Currency Composition of Official Foreign Exchange Reserves (COFER) database reports aggregate currency composition of foreign-exchange reserves. It does not publish currency breakdowns for individual countries. COFER is narrower than the full concept of reserve assets: monetary gold and SDR holdings are excluded from COFER even though gold is part of broader reserve assets. Some qualifying SDR-denominated claims have separate treatment.

COFER’s unallocated category was eliminated beginning with 2025Q3, and the IMF revised the series back to 2000Q1. Comparisons between current charts and older versions should account for that methodological change.
IRFCL shows a broader liquidity picture
The IMF’s International Reserves and Foreign Currency Liquidity (IRFCL) template includes reserve assets alongside other foreign-currency assets and short-term foreign-currency obligations that could drain official reserves. A reserve-asset total and a country’s broader foreign-currency liquidity position therefore answer different questions. Consult the IMF’s IRFCL materials for the template and reporting framework.

Scale: what the latest cited COFER figures show
The IMF’s September 30, 2026 release, reporting 2026Q2 data, put global foreign-exchange reserves at $13.22 trillion. The reported currency shares were 56.70% for the U.S. dollar and 20.60% for the euro. These are dated aggregates for foreign-exchange reserves—not a direct comparison with Bitcoin’s market value or any government’s Bitcoin holdings. See the IMF’s 2026Q2 COFER release.

- Price and liquidity exposure: Bitcoin’s market price can move substantially, and an asset’s quoted market value does not establish that it can be sold in size, quickly, and without significant price impact when needed.
- Custody and control: Authorities need to establish who controls the private keys, how access is protected, and what happens if personnel, systems, or providers fail. External custody and self-custody present different control and operational risks.
- Audit evidence: The CNB discusses approaches such as external custody, self-custody, microtransactions, and public address disclosure. Each has trade-offs: for example, publishing addresses may aid observation but does not, by itself, establish all aspects of control or governance.
- Accounting and disclosure: The CNB analyzes direct Bitcoin as an intangible asset under its own accounting discussion, but that treatment is specific to its report and is not a universal accounting rule. Public reporting should make clear how holdings are valued, controlled, and treated in fiscal accounts.
The IMF Executive Board’s February 2023 discussion recommended that countries “do not grant crypto assets official currency or legal tender status.” That is a recommendation recorded in a particular Board discussion, not a universal legal rule for every country. How to interpret a government’s “Bitcoin reserve” announcement
- Check what is actually held. Determine whether the announcement concerns Bitcoin owned directly, an exchange-traded fund, or another financial claim; the instrument can affect reporting treatment.
- Identify the definition being used. Ask whether “reserve” means an official reserve asset under IMF statistical methodology, or a domestic political, statutory, or internal category.
- Look for separate reporting. Official reserve totals should not be assumed to include direct Bitcoin when the cited methodology excludes it. Look for disclosures that state the asset, valuation basis, custodian or control arrangement, and accounting treatment.
- Keep liquidity claims specific. A government’s ability to sell or transfer an asset in ordinary conditions is not the same as demonstrated availability for external payments or intervention during market stress.
