In February 2011, Cisco named Gary Moore its first chief operating officer, giving him responsibility for engineering, marketing, operations and services. The appointment came as Cisco sought to grow beyond its established switching and routing businesses. “Reinvents itself” was contemporaneous coverage’s description of that strategic moment—not proof that the plan succeeded.

What Cisco announced in February 2011

Computerwoche reported on February 22, 2011, that Moore, then an executive vice president who had been leading Cisco Services, would become COO. The report said he would report to John Chambers, Cisco’s chairman and chief executive at the time, and oversee engineering, marketing, operations and services.

SmallNetBuilder likewise described Moore’s appointment as the creation of a new position. It characterized the role as responsible for aligning investments and improving operational execution. The two contemporary accounts agree on the appointment and the broad scope of the job.

Why the role mattered to Cisco’s strategy

The reports presented the COO appointment as a way to coordinate investment and execution across a broad part of Cisco, while the company pursued growth beyond its core switching and routing businesses. The expansion areas cited included data-center products and consumer offerings. That was the strategic rationale described at the time; the coverage does not establish that Moore’s appointment caused those efforts to succeed.

Computerwoche described Moore as having run a Cisco Services business worth $8 billion a year. That figure is the publication’s attributed characterization of the business’s scale, not an independently verified Cisco statistic.

What was reported about Gary Moore

SmallNetBuilder reported that Moore joined Cisco in 2001 from Netigy, after 26 years at EDS, and had been involved in the creation of Hitachi Data Systems. These are biographical details from that secondary account, rather than details independently confirmed here through a Cisco announcement or filing.

How the 2011 appointment differs from today’s leadership context

The COO appointment is a historical leadership story, not a description of Cisco’s current operating structure. Cisco’s FY2026 Form 10-K lists Thimaya Subaiya as Executive Vice President, Operations among the officers as of August 31, 2026; Gary Moore is not among the officers shown. The filing also describes restructuring plans in fiscal years 2024, 2025 and 2026, with the fiscal 2026 plan intended to support investment in silicon, optics, security and AI. Those later disclosures provide context, but they should not be conflated with the rationale for Moore’s 2011 appointment.
