That is a local-spending comparison—not a ranking of total holiday costs, and it does not include flights or accommodation. The seven destinations below follow that 2024 ranking, so use them as a historical guide to where your money could stretch further locally, not as current booking prices.
What “cheapest” means in this list
The Post Office Travel Money barometer compared prices in 40 destinations for a basket of eight items: a three-course meal for two with wine, coffee, local beer, cola, a glass of wine, bottled still water, suncream and insect repellent. It also considered exchange-rate movements against sterling. The ranking therefore reflects a specific measure of local holiday spending; it does not include transport, lodging or a complete itinerary. Cape Town ranked second and led the comparison for a three-course meal for two. Its reported 2024 barometer basket total was £54.35.

Those pound figures are the barometer’s selected local-item basket costs in 2024, not full-trip budgets or present-day price quotes. The source does not provide a universally comparable full-trip budget for all seven places.

Why another “cheapest destinations” list may look different
A destination can be inexpensive once you arrive but costly to reach or stay in. For example, Travel + Leisure’s separate 2024 list used Kayak flight searches from July through December 2023 for travel during 2024. It considered average combined flight-and-hotel prices among the 250 most-clicked destinations with the lowest averages, while excluding outliers under criteria that included travel restrictions and security concerns. That answers a different question from the Post Office’s local-item basket. The article cited Mexico City’s $673 average combined flight-and-hotel price as one example; it is not a comparable figure for the seven barometer destinations. - Start with your departure city. Check airfare for your origin rather than assuming a low local basket means a low-cost journey.
- Compare your actual dates. Flights, accommodation and local prices can differ by season and travel dates.
- Account for exchange rates. The barometer’s results considered sterling exchange-rate movements; what local spending costs a visitor can change as currencies move.
- Include lodging and trip style. The Post Office basket does not measure hotel costs, length of stay, attractions or every expense you might incur.
- Value the experience, not just the basket. A destination is a better value for you when its attractions and style of travel fit what you want to do.
For a practical packing reminder, insect repellent was one of the barometer’s eight items. Check what suits your itinerary and carry-on rules before you travel.
What the 2024 ranking can—and cannot—tell you
The barometer is useful for comparing a defined set of local tourist purchases across destinations in 2024. It is not evidence that any destination is the cheapest today, nor does it establish what a traveler from a particular city will spend overall. Laura Plunkett, then Head of Post Office Travel Money, said in the 2024 release that sterling’s strength had affected individual destinations; her comment is historical context, not current currency guidance. The ranking’s enduring lesson is methodological: distinguish local prices from total trip costs, and compare both against your own dates and departure point.
