Under an agreement with Illinois, Rivian committed to invest at least $1.515 billion in its Normal factory, create 559 full-time jobs above a specified employment baseline, and retain at least 6,000 existing Illinois jobs. The expansion is intended to support R2 production alongside R1 vehicles and electric delivery vans.
What the $827 million figure means
Rivian’s subsidiaries and the Illinois Department of Commerce and Economic Opportunity (DCEO) entered the REV Tax Credit Agreement on May 2, 2024; the agreement is effective April 29, 2024. Rivian described itself as eligible for incentives “valued at up to $827 million,” including tax credits and exemptions and grants to offset eligible project costs. The word up to matters: the headline amount is a potential package tied to the project and its conditions, not evidence that Rivian has received $827 million in cash. Rivian’s SEC-filed Form 8-K contains the agreement’s operative summary.

Illinois DCEO described the deal as a 30-year incentive package in its May 2, 2024 announcement. The filed agreement provides for an initial 15-year tax-credit issuance period, with a possible additional 15-year extension under its terms. That duration describes potential tax-credit eligibility; it does not mean every component is an unconditional payment lasting 30 years.
What Rivian committed to do
The agreement links the incentives to specific investment and employment commitments at Rivian’s existing Normal manufacturing operations. The contract sets the following minimums:

The state announcement rounded the investment commitment to $1.5 billion and the job target to 550. It also estimated a minimum annual salary of $51,174 at the time of announcement. Those are announcement figures, not substitutes for the contract: the operative job count is 559, the investment floor is $1,515,428,945, and the wage requirement is the 120%-of-comparable-county-wages formula. The agreement’s terms appear in the SEC-filed REV agreement.
How compliance affects the incentives
The package is contingent on Rivian meeting the agreement’s requirements. If, after the project is placed in service, Rivian fails to maintain its new-job or retained-job commitments, it cannot claim credits until it satisfies those commitments. The agreement also requires Rivian to maintain operations at the project for at least 15 years after the expansion is placed in service. If it fails to do so, it must repay credits realized under the agreement.
These provisions distinguish a potential incentive ceiling from an amount already earned or claimed. The agreement sets conditions and consequences; the $827 million maximum should not be read as the value of credits Rivian has already received.

How the Normal expansion fits R2 production
The agreement covers expanding the Normal facility to manufacture or assemble the R1T, R1S, R2, and electric delivery vehicles. R2 is a key reason for the expansion, but the factory is not dedicated to R2 alone: it is also part of Rivian’s R1 and commercial-van manufacturing plans.

In its FY2025 Form 10-K, filed in 2026, Rivian reported installed Normal capacity of up to 215,000 vehicles a year at full rate and on multiple shifts. It listed planned capacity allocations of up to 155,000 R2 vehicles, 85,000 R1 vehicles, and 65,000 commercial vans per year. Those platform figures add up to more than the stated total capacity, so they should be understood as flexible possible allocations, not simultaneous production targets that can be summed into factory output.
The same filing said Rivian expected R2 customer deliveries to begin in Q2 2026. That is a forecast recorded in the filing, not confirmation that deliveries actually began in that quarter. Rivian’s FY2025 Form 10-K provides the company’s capacity figures and dated expectation.

What Illinois’s REV program does—and does not establish
Illinois describes REV as a competitive program for attracting and supporting clean-energy manufacturing, including electric vehicles, components, power-supply equipment, renewable energy, battery recycling and reuse, and green steel. Depending on project tier and agreement terms, possible benefits include payroll withholding or income-tax credits, qualified training and investment credits, construction-jobs credits, utility excise-tax exemptions, and building-material sales-tax exemptions. The current program page describes Tier 2 electric-vehicle manufacturers as committing at least $1.5 billion in investment and at least 500 jobs within five years. Rivian’s agreement supplies the specific terms for its project; its package should not be treated as a standard grant automatically available to every automaker.
