The Northeast Ohio Regional Sewer District awarded the work to the Granite-Super Joint Venture. Granite has not disclosed its precise share of the joint venture, the project’s margins, or its expected earnings contribution.
What Granite won
On October 1, 2026, Granite announced that the Granite-Super Joint Venture had received an approximately $324.8 million contract from the Northeast Ohio Regional Sewer District (NEORSD) for the Big Creek Tunnel project in Cleveland. Granite said the award would be included in its third-quarter 2026 Committed and Awarded Projects (CAP) total. Granite’s award announcement is the source for the contract value and project details.
The award is for the joint venture, not a disclosed Granite-only contract allocation. The announcement does not state how the contract value is divided between the partners.
What the project involves
Granite described a substantial underground construction job, including:

- 3,115 linear feet of ancillary tunnels
- Shafts, diversion structures, gate and screening structures, and control vaults
- Consolidation sewers, an overflow box culvert, sitework, restoration, and utilities
The project is part of NEORSD’s Project Clean Lake, which Granite describes as a $3 billion, 24-year program that began in 2011. The Big Creek Tunnel is described as the program’s last of seven large-diameter combined sewer overflow storage tunnels. Granite projects that the completed project will eliminate 550 million gallons of combined sewer releases annually; that figure is the company’s expected benefit, not a verified outcome.
When construction is expected
Granite’s announcement scheduled construction to start in fall 2026 and completion for winter 2030. These are announced estimates, not confirmation that either milestone has occurred. A multi-year schedule means the contract value should not be read as revenue recognized all at once when the award is announced.
What the award means for Granite’s business
CAP is a measure of projects Granite has committed to or been awarded; it is not the same as revenue, profit, or cash collected. Granite said the Big Creek award would be added to CAP in the third quarter, while the work is scheduled to extend over several years. The announcement does not provide a project-specific revenue-recognition schedule, expected cash-flow timing, margin, or profit.
For company-wide context, Granite’s July 30, 2026 second-quarter release reported $7.4 billion in CAP at June 30, up $250 million sequentially and $1.4 billion year over year. The same release reported Q2 revenue of $1.46 billion, adjusted net income of $101 million, and a GAAP net loss of $278 million, or a loss of $6.36 per diluted share. Granite attributed the GAAP loss to a $360 million non-operating loss on convertible-debt transactions. It also reported $142 million in year-to-date operating cash flow and raised its 2026 revenue guidance to $5.3 billion–$5.5 billion. What investors can—and cannot—infer about GVA stock
The award is positive evidence of a sizeable multi-year project entering Granite’s pipeline and fits the company’s stated tunneling capabilities. Granite Tunnel Division Vice President Jim Nickerson said the project’s “scale and complexity” align with those strengths. That is the company’s description of strategic fit, not an independent assessment of project economics.
The announcement alone does not establish that GVA shares rose or fell because of the award, and it does not support a specific forecast for the stock. A share-price reaction depends on investor expectations and other market or company news as well as the contract. Nor does the headline value establish how much revenue Granite itself will book or how much the project will add to earnings: the JV allocation and project economics were not disclosed.
