The House first passed the One Big Beautiful Bill on May 22, 2025, by a vote of 215–214. Farm and biofuel groups welcomed provisions they said would support producers, farm succession and clean-fuel businesses. Critics focused on proposed reductions to food and health assistance. That May vote was not the final House action: after the Senate changed the bill, the House concurred in the Senate amendment on July 3, 2025, by 218–214.
What farm and biofuel groups supported
Agricultural organizations praised different parts of the May House-passed proposal; their endorsements reflected particular priorities, not evidence that every farm household or producer would benefit equally.
Farm safety-net programs and taxes
The American Farm Bureau Federation praised farm-program updates and tax provisions. Its president, Zippy Duvall, said updated reference prices could provide more certainty to farmers facing difficult economic conditions. Missouri Farm Bureau President Garrett Hawkins also pointed to estate-tax exemptions, Section 179 expensing, cash accounting, business-interest deductions, reference-price increases and dairy margin coverage. These provisions matter to farm businesses in different ways: reference prices and dairy margin coverage concern risk-management support, while tax rules can affect investment, cash flow and succession planning. Cattle health and disaster preparedness
The National Cattlemen’s Beef Association highlighted animal-health resources, preparedness for foreign animal disease, disaster recovery and tax relief. These were association priorities in its response to the bill, rather than a guarantee of a specific payment or outcome for an individual cattle operation.

Biofuel tax credit
Biofuel organizations focused on the 45Z clean fuel production credit. Growth Energy CEO Emily Skor described the proposal as preserving and extending a rural priority. Renewable Fuels Association President and CEO Geoff Cooper said the House version extended the credit by four years and reinstated tax benefits for research and innovation across the ethanol supply chain. Those statements concerned the May proposal; they should not be read as a description of the final enacted tax rules.
Why critics objected
Democratic lawmakers’ objections centered on food assistance, health coverage and the distribution of program costs. House Agriculture Committee Ranking Member Angie Craig argued that the measure would harm families’ access to food and health care. Representative Jahana Hayes cited projected Medicaid reductions and agriculture and nutrition cuts, including a shift of some SNAP benefit costs from the federal government to states. Those are lawmakers’ criticisms and characterizations, not independently established outcomes.

The Associated Press reported Congressional Budget Office estimates for the May House-passed version: 8.6 million fewer people with health coverage and 3 million fewer people receiving SNAP benefits per month. AP also reported CBO projections that tax provisions would increase deficits by $3.8 trillion and that Medicaid, SNAP and other services would see $1 trillion in reduced spending. These were forecasts for that specific proposal, not observed results, and they should not be applied automatically to the Senate-amended law. Read AP’s report on the estimates.

The Clerk’s record documents the later vote and its roll call: House vote 349. House Agriculture Committee Chairman Glenn “GT” Thompson called the July action a victory for rural America, describing the bill as a major agricultural investment and saying it would restore integrity to SNAP and help family farms. That was his assessment of the law, not a neutral finding about its effects. Thompson’s July 3 statement.

What USDA says about agricultural programs now
USDA’s Natural Resources Conservation Service says the act authorizes the Agricultural Conservation Easement Program (ACEP), Conservation Stewardship Program (CSP), Environmental Quality Incentives Program (EQIP) and Regional Conservation Partnership Program (RCPP) through fiscal year 2031. NRCS also says the act restored funding for the Voluntary Public Access and Habitat Incentive Program and the Feral Swine Eradication Program and Control Pilot Program. Separately, the agency says the 2018 Farm Bill was extended through September 30, 2026. These are program and authorization details; they do not by themselves show how much a particular applicant will receive or whether they qualify. See NRCS’s current Farm Bill information.
