The United States, United Kingdom and Australia announced coordinated sanctions against Russian national Aleksandr Ermakov in January 2024, citing his reported role in the 2022 ransomware attack and theft of data from Australian health insurer Medibank. The action was a government sanctions designation—not a criminal conviction—and the exposed information included sensitive personal and health data.
Why was Aleksandr Ermakov sanctioned?
The UK government identified Ermakov as a key actor in the Medibank attack. The U.S. Treasury said he played a pivotal role in the intrusion and in the exfiltration and release of records. The coordinated designations were announced on 23 January 2024; the attack itself occurred in 2022. The UK announcement and U.S. Treasury release describe the governments’ attribution.
These are official allegations supporting sanctions, not a report of a trial or conviction. Treasury said the actors behind the hack were believed to be linked to REvil, also known as Sodinokibi; that wording does not establish a proven finding that Ermakov was a member of the group.
What information was exposed?
The UK Foreign, Commonwealth & Development Office said 9.7 million customer records were leaked on the dark web, along with data on more than 480,000 health claims. The U.S. Treasury described the affected records as relating to 9.7 million current and former customers and authorized representatives, and said they contained personally identifying and sensitive health information. These are figures published by the respective governments in 2024.

The information included names, dates of birth and Medicare numbers, according to Treasury. The UK said leaked material included treatment information relating to mental health, sexual health and drug use. The announcements do not establish that every affected person’s record contained every category of information.
Treasury described Medibank at the time as covering more than 3.9 million people and employing over 4,000 people. Those figures provide context about the insurer, not a count of people whose particular health details appeared in the leaked material.

What did the sanctions do?
The U.S. action was taken under Executive Order 13694, as amended by Executive Order 13757. Treasury’s notice provides for blocking property and interests in property within the United States or in the possession or control of U.S. persons, and restricts dealings subject to applicable authorization or exemption. Those are U.S. sanctions consequences; they should not be treated as a complete description of UK or Australian law.
The three governments presented the move as coordinated action against cybercrime. UK Sanctions Minister Anne-Marie Trevelyan said, “We stand with our allies in Australia and the US and will continue to hold cyber hackers to account for damaging cyber attacks designed to undermine global democracies.” Treasury Under Secretary Brian E. Nelson described the measure as the first such coordinated action with Australia and the United Kingdom.

Names and designation records
The UK uses the spelling Aleksandr Ermakov, while U.S. Treasury uses Alexander Ermakov. Treasury’s release lists aliases including blade_runner, GistaveDore, GustaveDore and JimJones. The UK Sanctions List identifies him as Aleksandr Gennadievich Ermakov.
The designations described here are historical actions announced in January 2024. A UK Sanctions List record also notes a director-disqualification sanction imposed on 9 April 2025, and OFAC’s historical record confirms his addition to the U.S. SDN List on 23 January 2024. Those records do not establish whether the designations remain active in all three jurisdictions as of 4 October 2026; current status in each country has not been verified here.

Why the attack matters to policyholders
A ransomware incident involving an insurer can create consequences beyond service disruption: stolen health and identity information may reveal intimate details about people’s lives. The official accounts establish the scale and categories of data reported as exposed, but they do not quantify individual financial losses or prove a specific downstream misuse of any victim’s information.
