It also brought risk-based provisional refund measures for specified claims. Neither change guarantees approval or payment to every applicant: eligibility, risk checks, application requirements and final scrutiny still matter.
What GST 2.0 changed—and what it did not
The GST Council announced an optional simplified registration scheme in September 2025 and set 1 November 2025 as its operational date. A government summary published in February 2026 later reported that the scheme had been introduced from that date. The Council also announced refund measures and recommended a change to low-value export refunds, while approving in principle a separate registration mechanism for some e-commerce suppliers.
These are distinct measures at different stages: the simplified registration scheme is reported as operational; provisional refunds depend on claim category and risk evaluation; the low-value export change was recommended as a legislative amendment; and final procedures for the e-commerce mechanism are not established in the official sources cited here.
Who can use simplified GST registration?
The scheme is optional. The GST Council described it for low-risk applicants and applicants who determine, based on their own assessment, that their output tax liability on supplies to registered persons will not exceed ₹2.5 lakh per month. The limit includes CGST, SGST or UTGST, and IGST. Applicants can opt into or withdraw from the scheme.

The Council estimated that around 96% of new applicants would benefit. That is the Council’s estimate, not a measured approval rate or a guarantee that an individual application will qualify. How fast is registration?
For applicants eligible for the simplified route, the announced processing target is automated registration within three working days of application. It is not a universal promise covering every GST application: the scheme is limited by eligibility and risk, and the ordinary registration process allows an officer to seek clarification if information or documents are deficient.

Under CBIC’s general registration rules, an application found in order is to be approved within three working days. If an officer issues a clarification notice, the applicant has seven working days to respond; a separate decision period follows the response. The three-working-day period should therefore be read in context, not as a guaranteed end-to-end deadline where clarification is required. CBIC registration rules.
What the refund changes mean
The announced 90% refunds are provisional payments for specified claim categories, not final sanction of the entire claim and not an automatic entitlement. Risk evaluation, applicable exceptions and later scrutiny remain relevant.

Zero-rated supplies
The GST Council described a risk-based approach to grant a 90% provisional refund for zero-rated supplies, subject to system risk evaluation. If an officer records reasons for detailed scrutiny, the claim may be examined further rather than treated as an automatic provisional payout. Inverted duty structure claims
The Council said the government would direct CBIC field formations to grant a 90% provisional refund for inverted duty structure claims from 1 November 2025 while statutory amendments were pending. The later government summary says CBIC Instruction No. 06/2025-GST, dated 1 October 2025, directed field formations to provide provisional refunds for these cases. How to file and what remains in the process
Refund applications are generally filed electronically in FORM GST RFD-01 through the common portal. CBIC’s rules provide for provisional sanction within seven days after acknowledgement for qualifying claims, alongside scrutiny and later order and payment processes. The newer 90% measures change provisional treatment for specified types of claims; they do not remove the application process or all scrutiny. CBIC refund rules.

The Council recommended amending section 54(14) of the CGST Act to remove the threshold for refunds on low-value exports made with payment of tax, with the stated aim of helping small exporters using courier and postal channels. The announcement describes this as a proposed Act amendment. The sources cited here do not establish that the amendment has been enacted, so exporters should check the current Act and relevant notifications before relying on a threshold change. Small sellers using e-commerce platforms across states
The Council approved in principle a simplified registration mechanism for small suppliers selling through e-commerce operators across multiple states. It said detailed modalities would be placed before the Council. The official sources cited here do not establish final eligibility, the operating process or current availability, so this should not be treated as a live, universally available registration option.
