Huawei founder Ren Zhengfei said the company replaced more than 13,000 components affected by U.S. trade sanctions with Chinese alternatives and redesigned 4,000 circuit boards over three years. Those are figures attributed to Ren—not independently verified counts—and they do not establish that every replacement matched the original in cost, performance, or availability.
What did Huawei say it replaced?
Ren made the remarks during a February 24, 2023 talk to Chinese technology experts. Reuters reported them on March 17, 2023, citing a transcript posted by Shanghai Jiao Tong University. Reuters said it could not independently verify the remarks. Reuters report republished by Investing.com.
- More than 13,000 components: Ren said Huawei had replaced components hit by U.S. sanctions with domestic Chinese substitutes over the preceding three years.
- 4,000 circuit boards: Ren said Huawei had redesigned that many boards over the same period.
The report did not itemize the components, identify the affected products, or provide a counting method or external audit. Ren also characterized board production as having “stabilized”; Reuters supplied no operational measure or time series for that description.
What did “U.S.-banned parts” mean?
Huawei was placed on the U.S. Commerce Department’s Entity List in 2019. The Associated Press described the listing as subjecting listed entities to licensing requirements and reported in February 2023 that U.S. restrictions affected Huawei’s access to processor chips and other technology. That context does not mean every transaction or component was covered by one blanket prohibition. Associated Press report on Huawei and U.S. restrictions.

Export-control rules can also reach certain foreign-made items in specified transactions. Lam Research’s 2025 third-quarter SEC filing summarizes licensing risks involving Huawei or affiliates under the foreign direct product rule, including for some foreign-made wafers, chipsets, and related items. That corporate risk disclosure is not the operative rule, and it should not be treated as a definitive statement of the rules’ current scope. Lam Research 2025 Q3 filing.
What the figures do—and do not—show
If accurate, the counts describe supply-chain adaptation: Huawei reported substituting parts and redesigning boards. They do not show whether each substitute had equivalent cost, performance, manufacturing yield, or availability. Nor can a component count establish that Huawei achieved parity in advanced chip production.

The distinction matters because localization and chip capability are different measures. The U.S.-China Economic and Security Review Commission’s 2024 annual report said Huawei released a smartphone in 2023 using high-end Chinese-made chips, but those chips trailed the world’s most advanced chips in size, energy efficiency, and cost. The report also discussed a rising share of Chinese components in Huawei smartphone models released in 2024. These are findings tied to the report’s stated years, not a timeless assessment of Huawei’s present capabilities. U.S.-China Economic and Security Review Commission, 2024 Annual Report.

Reuters also reported Ren’s statement that Huawei invested $23.8 billion in research and development in 2022. That attributed figure offers context for the scale of the company’s response, but it does not independently validate the parts-replacement count or establish the results of that spending.
