Organize Indian GST records in a separate, clearly attributable lane for each State GSTIN, then index them by financial year, return period, transaction, and document type. This helps you connect invoices and supporting records to the registered person that made or received a supply, claimed input tax credit (ITC), and reported the transaction. The law specifies accounts and retention requirements, but it does not prescribe a particular folder structure, cloud platform, or paper register format. See sections 35 and 36 of the CGST Act and the CBIC Accounts and Records Rules.
How should I organize GST invoices for multiple states?
Start with a separate index for every GSTIN, then make records searchable within that GSTIN. CBIC explains that a business registered in more than one State has separate registered persons, and ITC available to two different registered persons cannot be cross-utilized. That makes attribution important: records for one GSTIN should not be mistaken for those of another.
A practical index for each GSTIN can identify the legal entity, State, GSTIN, principal place of business, additional registered places, and the person responsible for finance records. This is an organizational recommendation, not a government-mandated folder format. The GST portal’s registration guidance for normal taxpayers describes the principal place of business.
Use a consistent hierarchy
Within each GSTIN, group records by financial year and tax or return period. Within each period, use categories that suit the business, such as:

- Outward invoices and amendments
- Inward invoices and other ITC support
- Credit notes and debit notes
- Delivery challans and vouchers
- E-way bills, where relevant
- Stock and movement records
- Tax payable, tax paid, and payment evidence
- Filed return acknowledgements and reconciliation records
These categories are a useful retrieval system, not a complete list of required records for every business. Requirements depend on the activities and transactions involved; consult the applicable rules and a tax professional for edge cases.
Keep each record connected to its transaction
For an invoice or related document, retain enough information to trace it to the transaction and its reporting: invoice number and date, counterparty identity, transaction classification, value and tax details, and links to related notes, delivery records, payment evidence, and return-period records as applicable. The invoice rules require a serial number that is consecutive within one or more series and unique for the financial year, along with other prescribed particulars. Check the CBIC invoice rules for the requirements that apply to the specific supply.

What GST records should I keep for each GSTIN?
Section 35 of the CGST Act addresses accounts of production or manufacture, inward and outward supplies, stock, ITC availed, output tax payable and paid, and other prescribed particulars. The Accounts and Records Rules add detail on records such as import and export transactions, reverse-charge transactions and their supporting documents, activity-wise records, stock and tax accounts, and a register of tax invoices and specified related documents for persons covered by the rule.
Build the record trail around what the business does and the documents each transaction generates. A transaction may need to be supported by more than an invoice—for example, a related delivery record, stock entry, payment record, or return evidence. Use the Accounts and Records Rules and the invoice rules rather than treating a short checklist as exhaustive.

Invoice particulars to check
The CBIC invoice rules include the supplier’s name, address, and GSTIN; a qualifying serial number; date of issue; recipient details or GSTIN where applicable; recipient and delivery details in specified cases involving an unregistered recipient; HSN code for goods or accounting code for services; description; quantity and unit for goods; and value of supply. Additional particulars and exceptions depend on the transaction and applicable rule.
Where should I keep records for registered places of business?
The Act says that if more than one place of business is specified in the registration certificate, accounts relating to each place are to be kept at that place. The Accounts and Records Rules also address books and electronic data at the principal and relevant additional places. Organize the central index so it identifies the place associated with records, books, or goods, even if the business also keeps a consolidated digital index for retrieval.

The place dimension is distinct from the GSTIN dimension: an index should let staff identify both which registration a record belongs to and which registered place holds the relevant books, goods, or source documents.

A business can use a central filing or document-management system as an operational choice, but records still need to remain attributable to the right GSTIN and connected to registered places as required. A single undifferentiated pool is risky because State registrations are separate registered persons and their ITC cannot be cross-utilized.

For electronic records, the rules call for proper electronic backup so information can be restored within a reasonable period if records are lost through accident or natural causes. Access controls and a documented recovery process are sensible operating practices; the cited rule does not prescribe a cloud vendor or backup frequency. A paper GST invoice register book may supplement a record system where suitable, but the rules do not mandate a particular retail register format and the underlying records must still meet legal requirements.
How long do I need to keep GST invoices and records?
Under section 36 of the CGST Act, the ordinary retention period is 72 months from the due date for furnishing the annual return for the year to which the accounts and records pertain. This is not simply six calendar years from each invoice’s date.
If records relate to an appeal, revision, other proceedings, or an investigation, retain them until one year after final disposal or until the ordinary 72-month period ends, whichever is later. A retention schedule should therefore be keyed to the relevant year’s annual-return due date and include a way to flag records connected to proceedings, appeals, revisions, or investigations.
What should a multi-state record index help me answer?
Design the index so a staff member can retrieve a document and establish its reporting context without treating multiple registrations as one unrestricted credit pool. For each record, be able to identify:

- GSTIN and State: Which registered person made or received the supply, claimed ITC, and reported it?
- Place of business: Which principal or additional registered place is associated with the books, goods, or source documents?
- Transaction and document type: Is it an outward or inward supply, stock movement, note, reverse-charge transaction, import or export, delivery challan, or payment record?
- Financial year and tax period: Which return-period reconciliation and annual-return retention clock apply?
- Exception status: Is the record linked to proceedings, an appeal, revision, or investigation that affects how long it must be kept?
