Eligible Microsoft 365 subscriptions can include Copilot Chat, while the Microsoft 365 Copilot add-on unlocks broader work-data grounding and integrated app experiences. For enterprise buyers, Microsoft lists Copilot as an add-on for E3 and E5 and as included with E7.
Start with the account you will use
Microsoft separates consumer Copilot access from entitlements for managed work and school accounts. A personal Microsoft 365 plan does not grant the same rights as a business Copilot license, and business availability can depend on the organization’s license assignment and tenant configuration.
- Personal use: Free Copilot is a general, web-based assistant for questions, writing, and brainstorming. Availability and capabilities can vary by region and language. Personal Microsoft 365 Copilot features depend on the plan and whether you are its subscription owner; usage limits apply. Do not assume that every person sharing a Family plan receives the owner’s in-app Copilot rights. Microsoft’s personal Copilot comparison explains the distinction.
- Work or school use: Eligible organizations can receive Copilot Chat without buying a Microsoft 365 Copilot license. That chat is not the same as licensed access to broader organizational work data or embedded Copilot experiences in Microsoft 365 apps.

Copilot Chat versus a Microsoft 365 Copilot license
The key purchasing question for a work account is not simply whether Copilot is available; it is what data and apps the user needs it to work with. Microsoft describes Copilot Chat as web-based chat for eligible organizations. A Microsoft 365 Copilot license adds work-data grounding and embedded capabilities in apps including Word, Excel, Outlook, and Teams. Microsoft’s support comparison says unlicensed chat has limited work-data reasoning, while licensed Copilot can reason across meetings, emails, chats, files, and more.

Which Microsoft 365 business plans can add Copilot?
Eligibility depends on the exact base subscription, not just a familiar-sounding product name. Microsoft lists eligible plans across business, enterprise, education, government, and other categories; offers may differ, so check the current licensing page for the exact SKU and account. A qualifying base plan also does not, by itself, establish that every Copilot feature is ready for a particular user.

Check eligibility and deployment before purchasing
Microsoft’s requirements include exceptions and feature-specific prerequisites, so confirm both the user’s license and the organization’s setup. In particular, Microsoft says Copilot is not available with device-based Microsoft 365 Apps for enterprise licensing. Other app experiences and PSTN calls can have additional requirements.
- Identify the account type. Confirm whether the user will sign in with a personal account or a managed work or school account; their entitlements differ.
- Find the exact base plan. Match the organization’s current SKU to Microsoft’s eligible-plan list; do not infer eligibility from a similar product name.
- Decide what the user needs. Choose between web-based chat and licensed access to organizational data, integrated app features, or broader agent capabilities.
- For E3 or E5, compare the add-on with the full E7 bundle. E7 includes Copilot; E3 and E5 list it as an add-on.
- Validate the user or tenant. Microsoft recommends the Copilot License Details diagnostic. Review Microsoft Copilot requirements for deployment exceptions and feature-specific prerequisites.
Microsoft also describes the service in its Microsoft Copilot service description. Treat the licensing and requirements pages as the authority for the offer that applies to a specific organization.
