GSTR-2B is a read-only, auto-drafted statement that helps GST-registered taxpayers review input tax credit (ITC) for their GSTR-3B return. It draws on supplier filings, input service distributor information and import data. You do not file GSTR-2B, and a credit appearing in it is not automatically eligible: reconcile the statement with your records and check the applicable GST rules before claiming ITC.
What GSTR-2B is—and what it is not
GSTR-2B is a static statement generated by the GST Portal for a registered recipient. It collects reported transaction details that can help the recipient prepare the relevant ITC sections of GSTR-3B. The recipient reviews it; the recipient does not file it as a return. The GST Portal’s GSTR-2B FAQ describes it as a statement to use when taking the right ITC in GSTR-3B.
It is not a complete legal determination of credit eligibility. The statement reflects source information and specified system flags, while the taxpayer remains responsible for checking the underlying transaction, records and legal conditions.
What information appears in GSTR-2B
The statement can include supplier-reported B2B invoices, debit and credit notes and amendments; information reported by input service distributors; reverse-charge supplies; and import-of-goods details received through ICEGATE. The GST Portal FAQ describes import information for goods brought from overseas and goods received from SEZ units or developers. Some import details, including certain courier imports, may not appear.

GSTR-2B’s summary distinguishes available ITC from specified unavailable credit and related reversals:
- Table 3 covers available ITC and related information, including supplies from registered persons other than reverse charge, ISD inward supplies, reverse-charge supplies, imports and other adjustments.
- Table 4 identifies specified cases of unavailable ITC and related information.
The portal also includes certain e-commerce operator (ECO) document information and amendments for supplies under section 9(5). GSTN announced the related new Tables 14 and 15 in its advisory on GSTR-1/IFF Tables 14 and 15. Review transaction-level details rather than relying only on summary totals; the portal maps relevant GSTR-2B data to GSTR-3B, but that mapping does not resolve every eligibility question.

When GSTR-2B is generated
The GST Portal FAQ states that monthly GSTR-2B is generated on the 14th of the following month. Quarterly recipients receive it on the 14th of the month after the quarter. These are portal workflow schedules; check the statement’s View Advisory for the cutoff that applies to the specific period.

The FAQ describes different source-data windows: monthly GSTR-1/1A records filed from the 12th of the relevant month through the 11th of the next month; quarterly GSTR-1/1A/IFF, GSTR-5 and GSTR-6 records filed from the 14th through the 13th. Import information depends on data received from ICEGATE. Since cutoffs can change or be clarified for a period, use the live portal advisory rather than assuming the document date alone determines the statement in which a record will appear.

Why an invoice may be missing
A supplier’s document date does not by itself decide which GSTR-2B contains the invoice. The relevant source filing and its timing against the applicable cutoff matter. A missing record may reflect a late or absent supplier filing, an amendment, or an issue with import data.
- Check whether the supplier filed or amended the document in the source return or statement.
- Compare the relevant period’s View Advisory and filing window with the supplier’s filing timing.
- For an import Bill of Entry that is absent, consult the GST Portal’s self-service facility to search for and fetch missing records from ICEGATE.
- Check for duplicate, amended or unexpected entries before using a record in your ITC reconciliation.
Does “ITC available” mean the credit is eligible?
No. The GST Portal marks specified cases as “ITC Not available,” including an invoice or debit note treated as time-barred under section 16(4) of the CGST Act, and a place-of-supply situation in which the supplier’s GSTIN and place of supply are in the same state while the recipient is in another state. The portal also cautions that other legal restrictions may make credit unavailable even when GSTR-2B does not flag it.

Use the statement as a reconciliation input, not as a substitute for assessing eligibility. Check the applicable requirements for the transaction and the period before reporting credit in GSTR-3B.

- Match the details. Compare supplier, document number and date, taxable value and tax amounts against invoices and your books.
- Investigate exceptions. Follow up on missing, duplicate, amended or unexpected documents with the supplier or through relevant portal records.
- Review both summary and detail. Check Table 3 and Table 4, including credit notes, amendments and reversals.
- Check legal eligibility separately. Do not treat the absence of an “ITC Not available” flag as approval to claim credit.
- Prevent errors in the return. Avoid claiming the same document’s credit twice, make required reversals and account for reverse-charge tax.
- Resolve portal workflow changes. Review GSTR-3B auto-populated values and any IMS actions; recompute GSTR-2B if required after an action taken following draft generation.
The GST Portal advises taxpayers to reconcile GSTR-2B with their own records and books of account.

How IMS actions affect GSTR-2B
The Invoice Management System (IMS) lets recipients act on supplier-reported records where the workflow applies. Under GSTN’s Revised Advisory on IMS, accepted records flow into the available-credit section, rejected records are excluded from GSTR-2B generation, and pending records are held for later action rather than entering that month’s statement. Records on which no action is taken are treated as deemed accepted for generation. Some credit-note scenarios restrict the pending option, so follow the current portal controls and advisory.
GSTR-2B is generated on its ordinary schedule. If you change an IMS action after the draft statement has been generated, GSTN guidance says to recompute GSTR-2B before filing GSTR-3B. GSTN’s additional IMS FAQs dated 17 October 2024 describe IMS as introduced for the October 2024 GSTR-2B period and explain the ability to act and recompute for that period. Confirm the live portal workflow for the filing period you are handling.
Where to view and download GSTR-2B
- Sign in to the GST Portal.
- Go to Services > Returns > Returns Dashboard > File Returns.
- Open the GSTR 2B tile for the relevant period.
- View the statement or download it in Excel or JSON.
The GST Portal FAQ says table-level Excel downloads are available when the total records are up to 1,000. For larger volumes, use advanced search or download the full file.
