How CHIPS Act Incentives Brought Childcare Into Semiconductor Workforce Planning

CHIPS incentives made childcare part of workforce planning for some semiconductor companies, encouraging employer benefits, training support, and partnerships with local childcare systems—not a universal childcare benefit.

CHIPS Act childcare planning is not a universal benefit or a requirement that every funded company build a daycare center. Instead, Commerce tied workforce planning to childcare for companies seeking substantial CHIPS funding, while encouraging employers and local partners to develop different kinds of support—from backup care and provider referrals to help for construction workers and trainees.

How childcare became part of CHIPS workforce planning

The U.S. Department of Commerce described childcare as one part of building a diverse semiconductor manufacturing workforce. In an October 2023 workforce post, Commerce said companies seeking substantial CHIPS funding were required to submit a robust childcare plan reflecting the needs of workers’ communities. That wording should not be expanded into a claim that every CHIPS applicant faces the same requirement: the published account does not establish the exact award threshold or legal terms for every funding program. Commerce’s workforce account frames the plans as workforce planning, not a mandate to construct company-owned childcare centers.

The approach also extended beyond companies required to submit plans. Commerce’s 2025 impact report says some companies that were not required to provide plans nevertheless sought technical assistance and pursued childcare offerings. This brought together public funding incentives, employer decisions, workforce organizations, and local childcare infrastructure rather than establishing a single nationwide childcare benefit. Commerce’s 2025 CHIPS for America impact report reports that over three-quarters of companies with CHIPS awards or preliminary terms were providing childcare offerings. That figure describes reported offerings, not how many workers used them or whether they improved hiring or retention.

What the announced approaches look like

The examples show that childcare support can be structured around different workers and local constraints. An employer benefit, provider-navigation service, construction partnership, or training-program support may address different gaps; these models should not be treated as interchangeable or as proof that care is affordable and available to every worker.

Why local childcare partners matter

Semiconductor work does not always fit a standard office schedule, and a single on-site center may not serve every family or shift. Micron’s described care-navigation model points workers toward local options, including home-based care and providers that may accommodate nontraditional hours. Commerce also connected the company’s New York and Idaho projects to local workforce and construction partnerships. The model therefore depends partly on the existence and capacity of community providers, not only on an employer deciding to offer a benefit.

The Women in Construction Framework makes that shared responsibility explicit. Contractors and trades unions shape job access and worksites; community-based organizations can help connect people to support; and childcare can address a barrier to entering or staying in construction work. Micron Executive Vice President of Global Operations Manish Bhatia said: “Through PLAs and with the support of our community partners, we are creating pathways for all, including women and veterans in construction, while addressing barriers to entry, including increasing access to childcare at our sites.” The statement describes an intention to address access barriers, not evidence of a measured increase in participation.

Two broader collaboration models

Public-private work in selected counties

Commerce, the U.S. Chamber of Commerce, and the U.S. Chamber of Commerce Foundation announced a partnership that combines employer technical assistance, support for childcare providers’ business and workforce needs, local policy work, and input from grassroots organizations and families. Arizona, Michigan, New Hampshire, and Ohio were named as initial locations. These are selected pilot geographies, not a nationwide childcare service or guarantee of local availability. The partnership announcement describes a model for coordinating employers and local childcare systems.

Semiconductor-sector planning support

SEMI Foundation and Policy Equity Group announced a collaboration intended to help semiconductor companies design childcare plans around local needs and strengthen local childcare systems. This is a planning-support partnership, not a consumer referral service or a claim that families can enroll through those organizations. SEMI’s announcement describes the organizations’ role in helping the sector develop locally responsive plans.

What the published figures do—and do not—show

Commerce’s 2025 impact report offers useful context, but its figures measure different things and should not be combined into a claim that childcare caused job growth.

  • Over three-quarters: The share of companies with CHIPS awards or preliminary terms that Commerce reported were providing childcare offerings in 2025. This includes some companies that pursued assistance and offerings without being required to submit a plan. It measures reported employer offerings, not worker access, affordability, use, hiring, or retention.
  • Roughly 125,000 jobs: The number of jobs CHIPS for America was expected to create, according to Commerce’s 2025 report. It is a projection, not a count of jobs already filled.
  • Over $293 million: The amount Commerce reported awarding for semiconductor workforce development in 2025. It is not an amount devoted exclusively to childcare.

The cited Commerce materials do not establish a named, directly measured statistic for childcare’s effect on semiconductor hiring, retention, or worker participation. Announced benefits and plans show that childcare entered workforce discussions; they do not by themselves demonstrate a causal job outcome.

What workers and families should check locally

Because these examples are tied to particular employers, projects, programs, and locations, a worker should verify current availability rather than assume that a CHIPS-funded project automatically provides childcare. Useful questions for an employer, training provider, or local Child Care Resource and Referral agency include:

  • Is the support available to employees, construction workers, trainees, or only a subset of those groups?
  • Does it provide backup care, referrals, an account or subsidy, or access to a specific provider?
  • Can local providers accommodate the family’s location, schedule, and care needs?
  • Are eligibility, costs, enrollment steps, and service availability current for the relevant project or program?

The announcements and report cited here were published from 2023 through 2025. Company benefits, program eligibility, local provider capacity, and partnership activity can change, so the published descriptions should not be read as confirmation that a service is currently available in a particular community.
