Can You Still Receive Social Security if You Live Abroad?

Eligible U.S. citizens can generally keep receiving Social Security in many countries. Noncitizens face additional rules, and destination restrictions, benefit type, payment logistics, Medicare and taxes all matter.

Often, yes. Eligible U.S. citizens can generally keep receiving Social Security retirement, survivor, or disability benefits while living abroad if the country allows payments. Noncitizens may also qualify, but their citizenship, benefit record, destination, and any applicable exception can determine whether payments continue. Supplemental Security Income (SSI) is a separate program with different rules.

Which benefit are you receiving?

The overseas-payment rules discussed here primarily concern Social Security’s Retirement, Survivors, and Disability Insurance (RSDI) benefits, also called Title II benefits. SSI is separate: it is not covered by the international agreements described below, so ask the Social Security Administration (SSA) for SSI-specific guidance rather than assuming the Title II rules apply.

Within Title II, it also matters whether your benefit is based on your own work record or on another person’s record as a dependent or survivor. Some country conditions and exceptions treat those situations differently.

How citizenship affects payments abroad

If you are a U.S. citizen

The SSA’s publication Your Payments While You Are Outside the United States says: “If you are a United States citizen, you may continue to receive payments while outside the U.S.” That is conditional: you must remain eligible, and the SSA must be able to send payment to your destination.

If you are not a U.S. citizen

There is no single rule that bars every noncitizen from receiving benefits abroad. The SSA generally stops payments after six full calendar months outside the United States when no continuing-payment exception applies. Whether an exception does apply can depend on citizenship, the worker’s record, the type of benefit, and the country where you live.

Some country categories use specific conditions for certain groups, such as 40 U.S. work credits or at least 10 years of U.S. residence. Some dependent or survivor cases may involve a five-year U.S.-residence condition during the qualifying family relationship, subject to exceptions. These are not universal requirements; confirm the rule for your citizenship, benefit record, and destination with the SSA.

How the six-month rule and return visits work

For the noncitizen rules described by the SSA, the absence clock does not begin until you have been outside the United States for 30 consecutive days. The threshold is six full calendar months, not simply six months counted from your departure date.

A qualifying 30-day stay in the United States must be completed before the end of the sixth calendar month after departure to meet the described return-visit rule. If payments have already stopped, restarting them generally requires lawful presence in the United States for a full calendar month. Because the result depends on the dates and rule that applies to you, ask the SSA to confirm your timeline before relying on a short visit to preserve or restart payments.

Does your destination allow Social Security payments?

Payment rules vary by country and can change. The SSA identifies Cuba and North Korea as destinations to which Treasury rules prohibit sending payments. It lists Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan as restricted destinations, with exceptions for certain eligible beneficiaries.

Other country categories can impose conditions based on citizenship, U.S. credits or residence, or whether a benefit is based on a worker’s record or paid to a dependent or survivor. Do not assume that another person’s experience in the same country applies to your case. Check the SSA’s current country-payment information and screening tool for your specific destination and benefit.

How international agreements may help—and what they do not cover

The United States has social security agreements with some countries. If you do not have enough credits under one country’s system to qualify for a benefit, an agreement may allow foreign credits to be counted toward eligibility under the other system. Credits are not transferred: each country keeps the credits on its own record and determines any benefit it pays under its own rules.

Agreements also coordinate which country’s social insurance system applies in some situations, and residence in an agreement country can matter to payment eligibility. They do not cover SSI or Medicare.

How payments are delivered and what you must do

Choose an eligible deposit destination

The SSA permits electronic payment to a U.S. financial institution regardless of where you live, unless a payment restriction applies. Foreign direct deposit is available only to financial institutions in countries with an international direct deposit agreement. Confirm that your bank and destination are supported before moving your payment arrangements.

Complete required forms and questionnaires

The SSA says a noncitizen leaving or already outside the United States for at least 30 consecutive days must complete Form SSA-21. Beneficiaries living abroad, or their representative payees, may also receive questionnaires annually or every two years in applicable cases to confirm continuing eligibility. Return any required questionnaire promptly; the SSA warns that payments may stop if it is not returned.

What living abroad does not settle: Medicare and taxes

Medicare coverage

Receiving Social Security abroad does not mean Medicare will cover your overseas healthcare. The SSA’s publication says Medicare generally does not cover services received outside the United States. Before moving, check your coverage and enrollment options: delaying Part B enrollment can increase the premium by 10% for each 12-month period you could have been enrolled but were not. The effect on an individual depends on eligibility and circumstances, so verify it with Medicare or the SSA.

Taxes and foreign pensions

Your Social Security payment eligibility does not determine your U.S. or destination-country tax obligations. For those questions, consult the IRS and the destination country’s tax authority. Receiving pensions from both countries may affect a U.S. benefit amount in some cases; ask the SSA how the rules apply to your records rather than assuming that a foreign pension will—or will not—change your payment.

What to check before you move

  1. Identify whether your payment is Title II retirement, survivor, or disability insurance, or SSI, and whether it is based on your own work record or someone else’s.
  2. Confirm how your citizenship and benefit record affect continued payment outside the United States.
  3. Check the SSA’s current payment rules for your destination and use its Payments Abroad Screening Tool. The tool addresses Title II payments; it is not a substitute for SSI-specific guidance.
  4. Ask the SSA or the relevant Federal Benefits Unit to confirm any exception, return-visit timeline, required form, or country condition before making plans.
  5. Separately check overseas healthcare coverage and tax obligations with the relevant program and tax authorities.
