Did a Judge Let DOGE Take the $500 Million USIP Building for Free? What Happened Next

The April order did not finally settle the USIP building dispute. Here’s how the completed transfer, May merits ruling and June appellate stay fit together.

Not as a final ruling on ownership. In an April 1, 2025 report, WIRED said a transfer of the United States Institute of Peace (USIP) headquarters to the General Services Administration (GSA) had already been completed, so U.S. District Judge Beryl Howell treated a request to stop that transfer as moot. Howell later ruled for USIP’s plaintiffs, but the D.C. Circuit stayed enforcement of that judgment while an appeal proceeds. The available sources establish that interim sequence, not the appeal’s final outcome.

What the April order did—and did not—decide

WIRED reported that the headquarters and property inside it were transferred to GSA on March 29, 2025. In an April 1 report, the outlet quoted Howell describing the deal: “The deal is no longer merely ‘proposed’ but done.” Because the transfer had already occurred, the request to stop it was moot at that stage. That procedural conclusion did not settle the broader dispute over whether the officials who arranged the transfer had legal authority to do so. WIRED’s April 1, 2025 report

WIRED reported that an Office of Management and Budget letter approved reimbursement at no cost. It also described the building as worth an estimated $500 million. That figure is a reported estimate, not a valuation established by Howell’s order. The “for free” characterization likewise describes the reported terms of the transfer, not a final judicial finding about title or the validity of the transaction. How the legal posture changed

Date Decision or event Practical effect

April 1, 2025 Howell treated the request concerning the transferred property as moot. This resolved the immediate request in light of the completed transfer; it was not a final merits ruling on the legality of the takeover.
May 19, 2025 Howell ruled for USIP’s plaintiffs, finding the leadership removals unlawful and declaring resulting actions, including the property transfer, null and void. The district court’s merits judgment rejected the legal effect of the takeover actions. May 19 district court opinion
June 27, 2025 The D.C. Circuit stayed enforcement of the district court judgment pending appeal. The judgment’s enforcement was temporarily paused; AP reported that USIP returned to administration control in this interim posture. This was not a final appellate decision. Why USIP’s status mattered

Congress established USIP to advance peace-related work through research, education, training, and the promotion of peaceful conflict resolution. The lawsuit challenged the administration’s removal of USIP board members and the actions taken by leadership installed afterward. A central question was whether USIP was part of the executive branch for purposes of the challenged removals. Howell concluded it was not, and found the removals unlawful. What can be said about control now

The sources cited here establish the June 27, 2025 appellate stay and its interim effect, but they do not establish the appeal’s final disposition after that stay. It is therefore not accurate to treat the April order as a final grant of the building to DOGE, or to say that USIP permanently regained it after the May judgment. The court record cited above and AP’s report support a dated account of the proceedings, not a verified statement of the final ownership or control status.
