Ask first what decision the city is making and when comments are due. Then request documented estimates for the project’s electricity, water, noise, environmental effects, and public costs—and ask which proposed benefits will be enforceable. The answers should be tied to the specific application, studies, and local rules, not general claims about data centers.
Start with the decision, hearing, and deadline
Before weighing a project, find out what the city is actually being asked to approve. A zoning change, conditional use permit, building permit, or other approval can involve different decision-makers, hearings, and appeal rights. Do not assume the process used in another city applies locally.
- What exact application or permit is under review, and what approvals remain?
- Which body makes the decision? Is there a public hearing, written-comment period, or appeal route?
- What is the deadline for written comments, and how can residents request an accessible or translated meeting format?
- Where can the public read the full application, staff report, utility correspondence, noise study, environmental documents, and proposed conditions?
- How will nearby residents receive notice, and where will later monitoring and compliance records be posted?
Local examples show why those details matter. Minneapolis’ page describes preliminary recommendations for a conditional use permit and Planning Commission hearing, with an appeal route to City Council; they are recommendations, not necessarily final rules. Minneapolis data-center zoning. Tucson says its adopted regulations provide neighborhood coordination, a public hearing, Zoning Examiner review, and final Mayor and Council consideration. Tucson data-center regulations.
Ask for utility evidence and quantified resource estimates
Request estimates for the actual proposed facility, with assumptions and time periods stated. A single annual total may not show peak demand or seasonal stress; ask for both where relevant. Ask the applicant, utility, and city departments to identify who prepared each estimate and how it was calculated.

- What are expected peak and annual electricity demands, and what operating assumptions and time horizon support the figures?
- Has the electric utility confirmed it can serve the project? Does it anticipate substations, transmission work, or other upgrades?
- Who would pay for those upgrades, and how will the city assess reliability and costs borne by other ratepayers?
- What are expected water withdrawals and wastewater discharges, including seasonal peaks and drought conditions?
- Which cooling system is proposed, and what are its water and electricity requirements compared with alternatives?
- Will the operator report actual energy and water use publicly after opening? How often, and to whom?
Minneapolis’ preliminary recommendations call for expected water and electricity disclosures and written evidence of coordination with the electric utility. Toronto’s council agenda identifies grid pressure, utility and water costs, wastewater, water bodies, and watersheds as matters for review. These are examples of review topics, not consumption estimates for an unspecified project. Minneapolis data-center zoning; Toronto council agenda item.
Test noise, backup generators, and environmental review
Ask whether the studies model the situations neighbors may actually experience, not just routine operation. Proposed operating limits are useful only if the city can verify them and respond when they are exceeded.

- Does the noise study cover ordinary operation, maintenance, generator testing, and emergency operation?
- Where are sound measurements modeled, especially at the nearest homes, and what limits apply at night?
- What barriers, equipment-placement rules, setbacks, or other sound controls are proposed? Who checks compliance?
- What air permits or other reviews apply to backup generators, and how often are they expected to run?
- Does environmental review address heat, light, construction traffic, trees, habitat, and community health where relevant?
- If the facility exceeds an operating limit, what is the remedy and who investigates complaints?
Tucson’s adopted standards include sound-impact studies, barriers and operational noise limits, adequate water and power supply, energy-mix disclosure, environmental review, and landscaping or open-space provisions. Toronto’s agenda lists noise, heat, tree canopy, biodiversity, climate, and community health among topics for consideration. The studies and remedies required for a particular site depend on applicable local law and the project record. Tucson data-center regulations; Toronto council agenda item.
Separate public costs from promised benefits
A proposal may project tax revenue, jobs, or community benefits while also requiring public services or infrastructure. Ask the city to show its assumptions and calculate net effects rather than relying on an applicant’s headline figure.

- What tax incentives, abatements, grants, or public infrastructure contributions are requested?
- What is the estimated net fiscal impact after infrastructure and service costs?
- How many permanent local jobs are projected, and what evidence supports the estimate?
- Are community benefits proposed? Are they voluntary or legally binding, who receives them, and how will delivery be measured?
- Will the city publish its fiscal analysis and later report whether written commitments were fulfilled?
Pennsylvania’s Department of Community & Economic Development planning toolkit advises municipalities to assess fiscal, economic, and service impacts. Toronto’s agenda asks officials to consider economic factors and the feasibility of voluntary community benefits. Neither document supplies figures for a project in your city; request the local analysis and underlying assumptions. Pennsylvania Data Center Planning Toolkit; Toronto council agenda item.
Make monitoring and public access part of the discussion
Ask where residents will find staff reports, final approval conditions, utility and environmental disclosures, monitoring results, and compliance records after the hearing. Ask how complaints can be submitted, who is responsible for investigating them, and what happens after a violation. Toronto’s agenda specifically asks officials to consider public reporting on energy, water, environmental performance, and community benefits, alongside broad public engagement. An agenda request is not itself a reporting requirement for every project. Toronto council agenda item.

Participation can bring these questions into the record. St. Louis reports that more than 120 people attended a February 11, 2026 public hearing on draft data-center regulations and more than 50 members of the public commented. Those are the city’s participation counts, not a measure of public support or opposition. City of St. Louis hearing information.

If the city is weighing multiple sites or design options, ask it to disclose assumptions and compare them using consistent measures. Otherwise, different time periods or definitions can make headline numbers misleading.
