Before reporting input tax credit (ITC) in Form GSTR-3B, match the relevant period’s GSTR-2B entries against your purchase register and source documents, investigate differences, and then apply the statutory eligibility and reversal rules. GSTR-2B is a read-only statement used to prepare the return—not a separate return to file or a complete legal approval of every credit shown in it.
What GSTR-2B does—and what it does not decide
The GST Portal describes GSTR-2B as a static, auto-drafted ITC statement generated from supplier filings and other specified system data. You use it when preparing GSTR-3B; you do not file GSTR-2B separately. The Portal advises taxpayers to reconcile its data with their records and books of account. An entry shown as available is not, by itself, a final legal determination that you may claim the credit. The Portal notes that other legal reasons for ineligibility may apply even where the system has not marked the credit unavailable. Assess each claim under the CGST Act and applicable Rules.
How to verify each claim
- Open the correct period’s GSTR-2B. Retain the statement details used for your return working papers. Because GSTR-2B is static, work from the statement for the period being reconciled and note any later supplier corrections or amendments that affect your records.
- Match entries to your purchase register and documents. For each invoice or debit note, compare the supplier’s GSTIN, document number and date, taxable value, tax amounts by tax head, and any amendment against your books and underlying records. The Portal specifically recommends reconciling GSTR-2B with books and records.
- Investigate missing, changed, or unmatched items. Separate timing or supplier-reporting differences from incorrect details, amendments, credit notes, and duplicate entries. Follow up on supplier-reported information where needed, and do not claim the same document’s credit twice.
- Test legal eligibility independently. Section 16 of the CGST Act includes conditions such as holding a qualifying document, receiving the goods or services, tax being paid to the Government subject to the Act, and furnishing the return. Section 16(4) sets a time limit; section 17 addresses apportionment and blocked credits. Check the current Act and Rules for the transaction and period rather than treating a GSTR-2B match as proof that all conditions are satisfied. CBIC: Central Goods and Services Tax Act.
- Determine reversals and special treatment. Identify credit that must be reversed under the Act or Rules, and address tax payable on reverse-charge supplies. Classify each amount for the relevant GSTR-3B table, including the applicable treatment of credit notes and other specified items.
- Compare the return figures with your working papers. Build a clear bridge from GSTR-2B and the purchase register to eligible credit, reversals, and the amounts reported in GSTR-3B. This is a practical reconciliation record, not a claim that a prescribed legal template is required.
Use GSTR-3B auto-population as a check, not a substitute for review
The GST Portal describes certain ITC figures as auto-populated from GSTR-2B into GSTR-3B and specifies mappings between statement sections and return tables. Check the current period’s portal-generated summary and confirm each amount belongs in the mapped table after eligibility and reversal adjustments. The populated values are editable; the Portal says edits are flagged and the original system-calculated values remain available for comparison. What an unavailable or available label means
The Portal FAQ identifies specific situations for an “ITC not available” classification, including invoices or debit notes treated as time-barred under section 16(4) and a stated supplier/place-of-supply state mismatch scenario. These are limited system scenarios, not an exhaustive list of statutory restrictions. Conversely, a credit shown as available can still fail a legal eligibility condition based on facts such as receipt, business use, exempt supplies, blocked-credit rules, or timing.
Keep the reconciliation useful
A concise working paper can record the document-level match, supplier filing or amendment status, tax amount and tax head, eligibility and reversal decision, GSTR-3B table, and whether an auto-populated amount was changed. These fields make it easier to trace a reported total back to the relevant invoices and explain differences during internal review or a later query.

Check the rule version for the tax period
Rule 36(4) language in the cited CBIC CGST Rules PDF is an amendment text dated 1 January 2022. It refers to supplier-furnished invoice or debit-note details being communicated in GSTR-2B, but that text is historical and may have been amended since. Do not rely on that PDF alone to establish the rule currently applicable to a later tax period; check the current amended Rules. CBIC: CGST Rules PDF amended 1 January 2022.
Whether a particular claim is eligible depends on the taxpayer’s facts, including transaction type, business use, receipt, payment, exempt supplies, and applicable time limits. The official sources set out the reconciliation workflow and statutory framework, but do not determine an individual taxpayer’s entitlement.
