For Indian small businesses, UPI QR can make account-to-account payments straightforward, while cards let customers pay by debit or credit. Neither method has one universal merchant cost or payout timetable. As of 4 October 2026, the Ministry of Finance says a new MDR is scheduled to apply to select UPI merchant payments from 15 October 2026; eligibility and transaction size matter. Compare your written provider rates, settlement terms and customers’ actual payment needs before choosing.
UPI and cards are different payment choices
A direct UPI payment moves money from a customer’s bank account through a UPI-enabled app. A merchant can accept it by QR code, among other modes; NPCI lists QR, intent, app-based and collect options for merchant integration. Card acceptance allows customers to pay with debit or credit and may require a point-of-sale (POS) terminal, an acquiring relationship or an online payment integration.
Do not treat credit linked to UPI as identical to a bank-account UPI payment. NPCI says RuPay credit cards can be linked to UPI and used to scan a merchant QR. That is a credit-card funding source, not a direct bank-account payment, and the Ministry’s 2026 FAQ says credit-linked UPI follows separate credit-product rules. The materials cited here do not establish that every app, card, merchant or QR implementation accepts every credit-linked transaction. What merchant fees apply?
The effective cost depends on how the customer pays, the merchant’s classification and the provider’s written tariff. The Ministry of Finance’s 15 September 2026 FAQ says a 0.4% merchant discount rate (MDR) is scheduled to apply from 15 October 2026 to select UPI person-to-merchant (P2M) payments above ₹2,000. For payments of ₹75,000 or more, the FAQ sets a ₹300 per-transaction MDR cap. It gives a ₹3,000 payment as an example: the merchant fee would be ₹12.

The FAQ describes payments below the stated threshold as zero MDR. It also says qualifying P2PM micro-merchants receiving up to ₹1 lakh per month through UPI QR remain at zero MDR. Account categorisation determines whether a merchant receives that treatment; colloquially being a small business does not establish eligibility. The FAQ says a qualifying micro-merchant does not lose the protection just because one payment exceeds ₹2,000. Check how your account is categorised and how the provider applies the monthly-receipts test.
These are scheduled terms, not a claim that the new rate is already in effect on 4 October 2026. The Ministry’s 8 August 2026 statement said any MDR would be threshold-based rather than blanket, and the more specific 15 September FAQ later set out the thresholds and effective date. The September FAQ also says existing QR stands do not need replacement for the announced policy. The 8 August PIB release provides the earlier policy framing; the September FAQ gives the later details.

The Ministry FAQ gives typical credit-card MDR of 1.5%–2.5% and says debit-card MDR is capped up to 0.90%. Treat these as the FAQ’s comparison figures, not a quote for your business or a universal rate for every acquiring plan. RBI’s older debit-card material describes caps that vary by merchant category and acceptance channel, reinforcing the need to check a current written tariff. Terminal rental, gateway, service or other provider charges can affect the effective cost; no merchant-specific quote is established here. RBI’s debit-card MDR material is historical context rather than a current provider quote.
RBI’s 2021–22 report records the earlier rule that MDR was not to be collected on UPI and RuPay debit-card transactions from 1 January 2020. That historical statement should not be used to override the later Ministry FAQ’s scheduled select-UPI change. RuPay debit is also distinct from RuPay credit linked to UPI: they are different funding products and should not be assumed to have the same merchant fee treatment. When will successful payments reach your business?
UPI is a fast-payment rail, but rail speed and the time funds become usable in a merchant’s bank account are not always the same thing. RBI defines fast payments as transactions in which message transmission and final funds availability to the payee are real-time or near-real-time, around the clock, and classifies UPI as a fast-payment system. NPCI’s merchant FAQ says the merchant receives money immediately after the customer confirms payment into the merchant pool or bank account, “as per their agreement.” That agreement qualification matters: the provider’s arrangement determines where and when the merchant receives funds. RBI’s fast-payments report describes the system-level definition; NPCI’s merchant information states the agreement qualification.
For cards, the sources cited here do not establish one current settlement schedule for small merchants. A card may be authorised at checkout while proceeds are settled later under the acquirer’s schedule, potentially net of applicable charges or adjustments. Do not assume a fixed T+1 or T+2 payout: ask your acquirer, bank or aggregator for its written schedule, what counts as a business day, and how weekends, holidays and holds are handled. Online merchants using an aggregator should also review its settlement and merchant-fund terms; RBI materials identify settlement and handling of merchant funds as intermediary responsibilities. A failed-payment reversal is not a successful-sale payout estimate. RBI’s 2019 framework gives timelines for specific failures, including a payer debit without UPI merchant confirmation and a POS debit without confirmation at the merchant location. These are recovery protections for failed transactions, not a promise about when successful sales settle. RBI’s failed-transaction framework covers those cases.

UPI QR
Customers can scan a QR and authorize payment in a UPI-enabled app, avoiding the need to hand over or tap a physical card. A stand that displays the merchant’s own QR is only a display: it does not register the merchant, provide acquiring, create a valid payment address or guarantee a completed payment. The merchant should check confirmation through the bank or acquirer rather than rely on a customer’s screenshot.

Cards and credit-linked UPI
Card acceptance preserves the option for customers who want to use debit or credit. A credit-linked UPI payment may let a customer scan a merchant QR while drawing on credit, but it is not the same as paying directly from a bank account. Availability depends on the card, app and merchant acceptance setup; the sources do not establish universal support.
Customer preference is local, not proven by these sources
The official materials cited here explain modes, fee policy and failed-payment processes, but do not provide a current comparative survey showing that customers prefer one method or that one method measurably improves checkout conversion for small businesses. Use your own records: note which methods customers request, checkout failures, reconciliation effort and actual costs. These observations can guide your decision, but they are not evidence of a universal customer preference.
How to compare options for your business
- Separate payment types. Compare direct bank-account UPI, credit-linked UPI, RuPay debit, other debit cards and credit cards. Do not assume their fee treatment is interchangeable.
- Confirm your merchant classification. Ask whether your account qualifies for P2PM treatment, what receipts count toward the monthly threshold and how the scheduled UPI terms will be applied to your account.
- Calculate effective cost by ticket size. Apply your own provider tariff to your usual transaction sizes, including any terminal, gateway, service or other charges. For select UPI P2M payments, account for the scheduled thresholds and cap only as they apply to your category.
- Get the payout schedule in writing. Distinguish customer confirmation, payment-system settlement and the acquirer’s or aggregator’s payout to your bank. Ask about weekends, holidays, holds and deductions.
- Check recovery and dispute handling. Get the provider’s written terms for failed payments, reversals, refunds and disputes, and identify which bank, network or aggregator handles each stage.
- Include acceptance and reconciliation costs. Compare QR display with any POS or online integration, including quoted rental, connectivity, service and maintenance charges. Consider the reconciliation work each method creates for your staff.
- Keep the methods customers actually use. Review customer requests and your own checkout and cost records periodically rather than assuming a single method suits every business.
Why older UPI fee claims need a date
Earlier policy and historic growth figures do not establish today’s merchant tariff. The Ministry FAQ says more than 95% of UPI P2M transaction volume is at or below ₹2,000; that is its statistic for P2M volume, not a statement about all UPI transfers or a guarantee that a particular merchant qualifies for zero MDR. A Ministry of Finance release reported ₹21.3 lakh crore in UPI transaction value in FY 2019–20 and ₹213.8 lakh crore cumulatively through January 2025; the latter is not a full-year total. The same release cited ACI Worldwide’s estimate that UPI accounted for 49% of global real-time transactions in 2023. These figures describe system scale, not a merchant’s fees or settlement promise. The Ministry’s PIB release reports the figures and attributes the global comparison to ACI Worldwide.
