The format can let software validate and route invoice data into accounting systems, but it does not automatically approve an invoice or make payment. Here, “public service payments” means payments a public authority makes to a supplier under a public contract—not a resident’s payment of a tax, fee, or utility bill.
What is e-invoicing?
An e-invoice is invoice data issued, transmitted, and received in a structured electronic format that supports automatic processing. The European Commission and UK Cabinet Office use definitions built around that distinction: the important feature is the structured data, not simply that the invoice was sent electronically.
A PDF attached to an email may be an electronic document, but it is not necessarily a standards-compliant e-invoice. If the buyer’s system cannot process its fields as structured data, staff may still need to enter or verify them manually. A compliant invoice can use an agreed data model and syntax that the buyer’s systems or service provider can validate and process.
How does e-invoicing work?
The exact software and submission channel vary, but a supplier invoice typically passes through these stages:

- Create: The supplier’s accounting system prepares invoice data, such as the buyer’s identity, contract or purchase reference, line items, amounts, tax details, and other required fields. The buyer and jurisdiction determine which fields are mandatory.
- Validate and format: The supplier’s software or a service provider checks the data and formats it to the required standard. For EU public procurement, the core semantics are based on EN 16931; Germany generally uses XRechnung or another allowed EN 16931-compliant standard.
- Submit: The supplier sends the invoice through the buyer’s portal, an exchange network, or a service provider. The route may depend on the specific authority and contract.
- Route and report status: A portal or provider may validate the invoice, convert its data if required, forward it to the buyer, and return status messages to the supplier.
- Review: The buyer checks the invoice against the contract, order, and delivery. It can accept the invoice or raise a defect or dispute.
- Pay and record: An accepted invoice proceeds through the buyer’s payment and accounting processes. Structured records can support processing and archiving, but payment timing remains subject to the applicable law, contract, and any dispute.
For example, the UAE Ministry of Finance describes a model in which the supplier sends PINT AE invoice data to an accredited service provider. The provider validates it, may convert it to UAE XML, sends it to the buyer-side provider, reports tax data in parallel, and receives a status message before onward delivery to the buyer. That is a country-specific design, not a universal government process.
How do I submit an invoice to a government agency?
Follow the instructions for the specific authority and contract rather than assuming one government-wide portal or format applies. Before sending an invoice, confirm the intended recipient and its current submission rules.
- Check the contract and buyer instructions: Look for required invoice format, submission channel, recipient identifiers, contract or purchase-order references, and any other mandatory fields.
- Confirm the applicable standard: A buyer may require a particular syntax or implementation of a broader standard. Examples include EN 16931-compliant formats, Germany’s XRechnung, and the UAE’s PINT AE model.
- Use the specified portal, network, or provider: A legal requirement for an authority to receive and process compliant e-invoices does not, by itself, establish that every supplier must use the same portal. Routes can differ by authority and jurisdiction.
- Review validation results and status messages: Correct missing or invalid information using the buyer’s instructions. Keep a record of submission and any acceptance, defect, or dispute notices.
Which formats and rules apply?
There is no single global public-sector e-invoice format or rule. Requirements also differ in whether they concern what an authority must accept, what a supplier must submit, or how a payment deadline is calculated.

For the EU, the Commission’s Digital Building Blocks page describes a planned Q4 2026 action to revisit public procurement rules, potentially replacing the current Directive with a Regulation that would make the European standard mandatory. As of 4 October 2026, this is a stated plan, not a rule already in force.

There is no universal government payment clock. The applicable contract and jurisdiction determine when the clock starts, what counts as a valid invoice, how disputes affect it, and whether exceptions apply.
In UK Cabinet Office guidance updated 20 July 2026, an implied 30-day payment term applies to many public contracts: payment is due within 30 days of receipt or, if later, the invoice’s due date, provided the invoice is valid and not disputed. The guidance includes scope conditions and exceptions, and says an authority should notify the supplier without undue delay if it considers an invoice invalid or disputes it.

For US federal procurement, the Bureau of the Fiscal Service says the payment period starts when the agency receives a proper invoice. Its FAQ says an improper invoice should be returned with its defects explained no later than seven days after receipt, and describes 30 days after a proper invoice as one of the due-date conditions. These points do not establish a 30-day rule for every government buyer or contract.
In any jurisdiction, a missing required reference, invalid data, or a genuine dispute can delay processing or affect the payment deadline. Check the relevant contract and current authority instructions for the rule that applies to your invoice.

What can e-invoicing improve—and what does it not guarantee?
Structured invoice data can reduce manual re-entry, help identify missing fields earlier, support automated routing, and connect invoice records with accounting and payment systems. How much that improves speed or cost depends on implementation, integration, supplier and buyer workflows, and the quality of the submitted data; there is no established cross-country average for faster payments, fewer errors, or savings.

The UAE Ministry of Finance says e-invoicing could reduce invoice-processing costs by up to 66% when implemented correctly, based on reported experience in other countries. That is a potential benefit stated by the Ministry, not a guaranteed result in the UAE or a universal measured outcome.
E-invoicing does not automatically approve an invoice or release funds. Contract checks, delivery verification, approvals, disputes, and payment execution remain part of the buyer’s process.
What should suppliers check before choosing software or a provider?
Start with the authority’s actual requirements, then compare tools against them. A provider’s ability to create or transmit an invoice is not enough if it cannot support the recipient’s required format and route.
