A central bank rate hold means its policy rate is unchanged at that decision—not that your mortgage, savings account or loan rate is frozen. What happens to your payments or returns depends on your contract, the rates banks pay to borrow money, market expectations and each lender’s pricing.
What a rate hold does—and does not—mean
A central bank’s policy rate influences other rates through a chain: it affects money-market rates, which in turn influence the rates banks set for loans and deposits. Expectations about future policy decisions can also move medium- and long-term market rates. So a hold says the policy setting did not change at that meeting. It does not require wholesale market rates, lenders’ funding costs or customer rates to stay put. Banks also price loans and deposits in response to supply and demand, competition, credit risk and their own business decisions. ECB: What is a central bank?
How your mortgage payment may respond
Fixed-rate mortgages
If your mortgage is fixed, its rate and scheduled payment generally remain as agreed during the fixed period. A hold may still matter indirectly when you refinance or reach the end of that period: the rate available then can reflect market rates and expectations over the new term, as well as the lender’s credit spread. In November 2023, the Bank of England reported that over four fifths of UK mortgages were fixed-rate, illustrating why policy changes may take time to affect many borrowers’ cash flow. Variable-rate mortgages
Read your contract to find the rate’s benchmark or pricing basis and when it can reset. A variable rate may track a policy rate, a prime rate, an interbank benchmark or the lender’s own variable rate. If it is directly linked to a rate that stays unchanged, the hold may leave that part of the pricing unchanged at the decision—but the contract and other market factors still govern any repricing.
The Bank of Israel describes a local example: payments on a prime-linked variable mortgage track can rise when its central-bank rate rises and fall when that rate falls. What to check before estimating a change
- Whether the rate is fixed or variable, and the end date of any fixed period.
- The benchmark or pricing basis and the contract’s reset schedule.
- Whether a lender can change the rate under other contract terms.
- Refinancing conditions and costs if you are considering a new rate.
Without your country, lender and loan terms, a general rate hold cannot establish a personal payment change.
What happens to savings rates
Banks set savings and term-deposit rates; a central bank does not set each customer’s rate directly. A hold therefore neither guarantees that a variable savings rate will stay unchanged nor promises that it will rise. A fixed-term deposit follows its contract for the agreed term. Check whether an advertised rate is variable or fixed, how long a promotional rate lasts and what the account terms say about later changes. ECB: What is a central bank?

A 2026 Reserve Bank of New Zealand (RBNZ) study examined weekly data from ten New Zealand banks over more than two decades. It estimated that 4–11% of a policy-rate change was reflected in retail rates in the announcement week; by 20–25 weeks, around 65–75% was reflected for most studied products. Deposit-rate pass-through was gradual, and mortgage rates moved faster than deposit rates immediately after an OCR change, while some term-deposit pass-through later caught up. Personal loans, credit cards and other borrowing
The same broad transmission can affect household borrowing costs, but the central bank does not set each personal-loan, credit-card or auto-loan offer. For existing borrowing, the contract determines whether the rate is fixed, variable or benchmark-linked and when it may reset. New offers can respond to market rates and expectations, lender pricing and your credit risk. A hold alone is not enough to calculate a change in your payment or borrowing cost. For an individual estimate, use the terms and notices from your lender or bank, and check the rules in your country. The policy-rate decision is one influence, not a substitute for your contract.
