Compare the same item, seller and delivery terms, then judge the offer by its payable total—not its headline price. Record when you checked, because prices and promotions can change. A moving price may reflect demand or inventory; by itself, it does not show that a retailer misled you.
Compare like with like
Two offers are comparable only when they cover the same purchase. Start with the exact product identifier and variant, then check the seller and how the item will reach you. A lower price for a different size, condition or configuration—or from a different seller—may not be a better deal.
- Match the product identifier, size, color, configuration and condition.
- Check that the seller is the same, or note when it is different.
- Compare delivery or pickup options, expected fulfillment and return terms.
- Record the date and time you saw each offer.
Compare the total you can actually pay
Include shipping and any known required charges, rather than comparing only the listed price. Also separate discounts that anyone can use from offers requiring a loyalty account, promo code, financing or another qualification. A crossed-out price is not the same as a discount available to every shopper.
The FTC says a promotion available only to qualifying shoppers should not be presented as the price for everyone; the generally available total should be most prominent until a shopper qualifies. Its total-price rule covers live-event tickets and short-term lodging, where mandatory fees must be disclosed upfront. That specific rule should not be assumed to apply to every product category. Use a comparison site or alert as a starting point
Some comparison-shopping sites list sellers, and some offer alerts when prices change. The FTC recommends these tools as ways to shop online, but a comparison result is not a guarantee that the retailer still has the same offer. Check a service’s retailer coverage, alert controls, how much price history it shows and its privacy terms; no particular service is established here as the best choice. See the FTC’s online-shopping advice.
- For a purchase that can wait, look for the item on a comparison site or set an alert if the service offers one.
- Decide what payable total you consider acceptable before reacting to a countdown or claimed discount.
- Open the retailer’s listing and confirm the current offer and terms.
- Review the final checkout total before placing the order.
Why a retailer’s price may change
Dynamic pricing means changing prices in response to factors such as demand or inventory. The FTC says businesses may adjust prices as long as pricing information is not misleading. A changed price, on its own, is not proof of deception. The UK government describes dynamic pricing as prices adjusted rapidly and frequently in response to demand, and notes that transparency about why prices change can help shoppers understand when they might find a better price (UK government update, June 20, 2025).

What to do if the same offer looks different
Before concluding that a retailer showed you a different price, check whether the comparison truly holds constant: location, account status, time, seller and delivery or pickup terms. Then compare the payable total and promotion eligibility, not just the number shown on a product page.
There is a separate reason to be attentive: in January 2025, FTC staff’s initial findings described personal information and online behavior—including location, browsing history and activity on a webpage—as possible inputs to targeted pricing or promotions. Those initial findings make individualized pricing a topic worth watching, but they do not show that every retailer uses it or establish why a particular shopper saw a price change.
