You can lower grocery spending without giving up a varied diet: start with food you already have, plan meals and leftovers, then shop your list using unit prices and flexible options such as beans, frozen vegetables, and store brands. USDA food-plan estimates offer a national budget reference, not a promise of what your household will pay locally.
What counts as a realistic grocery budget?
USDA’s Food Plans model nutrient-dense foods and beverages at four cost levels: Thrifty, Low-Cost, Moderate-Cost, and Liberal. The Thrifty Food Plan is designed to support a healthy diet on a limited budget. Estimates are based on weekly market baskets for age-and-sex groups and average food prices; they are benchmarks, not household quotes. Actual spending varies with location, household needs, and what is available locally. USDA updates plan costs monthly using the Consumer Price Index for All Urban Consumers. The Thrifty basket and cost levels were last updated in 2021; Alaska and Hawaii adjustments were published in 2023. See USDA’s Food Plans and monthly reports.
In USDA’s July 2026 report, the Thrifty Food Plan estimate for an adult woman aged 20–50 was $58.60 per week, or $253.90 per month; for an adult man aged 20–50, it was $73.30 per week, or $317.40 per month. These are rounded national estimates for the specified groups, not predicted checkout totals. The same report lists monthly Low-Cost, Moderate-Cost, and Liberal estimates for ages 20–50, but USDA cautions that those three plans use older underlying market-basket work and are not methodologically or nutritionally interchangeable with the 2021 Thrifty plan.
How do you plan a lower-cost week?
1. Check your kitchen before shopping
Look through the refrigerator, freezer, and cupboards. Note ingredients that need using soon, as well as staples you already have. Build meals around those foods before adding anything to the list. 2. Plan meals with overlapping ingredients
Choose meals that reuse ingredients without making every meal the same. For example, a pot of beans can contribute to a grain bowl one night and a soup or filling later in the week. Account for busy days and give planned leftovers a specific place in the schedule; otherwise, they may go uneaten.
3. Make an organized list
Group needed items by store section or food group, and add staples as they run out. A paper planner is optional: a free calendar, phone note, or MyPlate’s printable template can do the job. The purpose is to connect purchases to meals and make it easier to skip unplanned extras.
4. Shop for both immediate use and later meals
Mix fresh foods you expect to use soon with frozen, canned, dried, or other shelf-stable options for later. This gives you flexibility if plans change and can help avoid buying more perishable food than you can use. MyPlate notes that frozen fruits and vegetables are picked ripe and frozen quickly. How do you compare prices without losing value?
Compare unit prices among similar products
Use the unit-price label to compare similar products in different sizes or brands, rather than comparing only the package price. Make sure the products serve the same purpose and check the amount you will actually use. A larger package is not a better deal if some of it will spoil or remain unused.

Choose a form that fits the meal and your storage
Fresh, frozen, canned, dried, and dehydrated produce can all fit a nutritious grocery plan. Compare price, storage life, recipe use, and label details instead of assuming fresh is always cheaper or more nutritious. A frozen vegetable may suit a cooked dish and keep longer; fresh produce may work better for a meal you will make soon. For canned goods, check sodium and packing liquid when those matter to your household.
Use sales and brands selectively
Sales, coupons, seasonal prices, store brands, and loyalty discounts can help when they apply to items already on your list. Compare the sale price with the regular price and check the package and Nutrition Facts label. A discount on food you did not plan to buy—or cannot use before it spoils—is not a saving. MyPlate offers budget-friendly suggestions across food groups, but no single tactic guarantees a fixed amount of savings.

- Beans: Dried or canned beans can extend meals and add fiber. Choose the form that fits your time, storage, and recipe.
- Vegetables: Canned and frozen vegetables can add vegetables and nutrients to dishes. For canned options, look for no-salt-added or low-sodium labels when appropriate.
- Fruit: Fresh, frozen, or canned fruit can work in different meals and snacks. For canned fruit, MyPlate suggests packing in water or 100% juice.
- Grains and staples: Whole grains and shelf-stable foods can be useful bulk purchases when they store well and you expect to eat them.
- Packaged alternatives: Compare Nutrition Facts labels for added sugars, saturated fat, and sodium instead of assuming the lower-priced product is nutritionally equivalent.
When does buying in bulk make sense?
Bulk buying works best for foods that keep well, fit your meal plan, and can be stored safely. Dried beans, whole grains, canned goods, and frozen vegetables may be practical examples. Before buying a larger quantity, consider where it will be stored, how quickly you will use it, and whether the unit price is actually lower. For foods with a short shelf life, a smaller amount at a higher unit price may cost less overall if it prevents waste.

USDA and MyPlate provide planning and shopping guidance, but the available guidance does not establish a typical amount that households save by using any one tactic. Your results depend on local prices, household size and preferences, storage, and which foods you already have. Treat planning, unit-price comparisons, and discounts as ways to make deliberate choices—not as guaranteed percentage savings.
