How to Evaluate Stablecoin Reserves, Redemption Terms, and Issuer Risk

A stablecoin’s dollar price does not prove that its reserves are accessible or that you can redeem at par. Evaluate dated reserve evidence, actual redemption rights, and risks across the issuer and its wider arrangement.

To judge whether a stablecoin is dependable, check both what backs the tokens and whether you can actually redeem them. A reserve report can show that assets appeared sufficient on a particular date; it does not by itself prove that every holder can get dollars promptly, that the assets are available in an insolvency, or that the issuer will remain able to operate. Start with the exact token and your redemption route, then examine the reserve evidence, legal terms, and risks around the issuer and the wider arrangement.

How do I know if a stablecoin is fully backed?

“Fully backed” is a claim to test, not a conclusion to take from a token’s dollar price, an issuer summary, or a regulator’s involvement. Compare the value and scope of reserve assets with the token liabilities the issuer reports, using information for the same date. Then ask whether those assets are liquid, appropriately held, and legally available to meet redemptions.

Identify the token and the arrangement

Write down the token’s name and ticker, its legal issuer, reference currency, blockchain and contract, and your location. Also identify how you hold it: directly with the issuer, through an exchange, or through another service. An exchange balance is not automatically the same as a direct issuer redemption claim. An intermediary can add its own custody, withdrawal, compliance, and insolvency risks.

The Financial Stability Board (FSB) treats a stablecoin as part of a wider arrangement involving participants and services, not just a token contract. Its recommendations identify reserve composition, investment mandate, custody, and segregation as material information for users (High-level Recommendations for the Regulation, Supervision and Oversight of Global Stablecoin Arrangements, final report, July 17, 2023).

Match reserve assets to reported liabilities

For a stated reporting date, find the reserve’s reported fair or market value and the outstanding-token figure for that same date. Check how the issuer defines supply, which entities and networks are included, and whether the report explains exclusions or reconciliation items. A reserve figure without a matching liability figure—or figures from different dates—cannot establish that assets covered all reported tokens at the relevant time.

Inspect what the reserve holds, not just its total value. Cash, short-duration government securities, bank deposits, and other assets have different liquidity, counterparty, market, and legal risks. Find out who holds the assets, whether accounts are segregated, whether assets can be pledged or otherwise encumbered, and what happens to them if the issuer becomes insolvent. A reserve may be sufficient on paper yet difficult to access or realize when holders need it.

New York State Department of Financial Services (NYDFS) guidance offers one jurisdiction-specific example of what reserve reporting can include: market value by asset class, outstanding units, and whether the reserve was adequate at specified observation points. That is a regulatory example, not a universal reporting rule (Guidance on the Issuance of U.S. Dollar-Backed Stablecoins, June 8, 2022).

What does a stablecoin reserve attestation prove?

Read the assurance document itself. The word “attestation” does not, on its own, tell you what the practitioner tested, which entity or assets were covered, or what conclusion can be drawn. Distinguish an audit, examination, attestation, or management report, and read the stated criteria, scope, dates, qualifications, and exceptions.

  • Who performed the work? Identify the accounting or assurance firm and the party responsible for the underlying statements.
  • What was in scope? Check which issuer entity, reserve assets, token supply, and networks the document covers.
  • When were conditions observed? Note the balance or observation date and whether procedures cover one point in time or multiple dates.
  • What was actually concluded? Look for qualifications, exclusions, and language limiting the work to specified assertions or procedures.

A point-in-time procedure cannot establish continuous asset availability, legal priority in insolvency, every operational control, or future redemption capacity. Circle says Deloitte examines certain monthly management assertions about the amount of USDC in circulation. That description is limited to those assertions; it should not be read as proof of every aspect of Circle’s solvency or a holder’s ability to redeem (Circle support information on USDC attestations).

Can I redeem USDC or USDT for dollars?

Possibly, but a token’s reserve backing and a particular holder’s right and ability to redeem are separate questions. Check the current terms for your jurisdiction and route rather than assuming that a dollar reference price gives every holder direct access to issuer redemption.

Check your eligibility and redemption route

Read the issuer’s governing terms and determine whether your account qualifies for direct redemption. Check onboarding and KYC requirements, minimum and maximum amounts, fees, processing and settlement times, banking-rail cutoffs, and any language allowing restrictions or suspension. Identify the governing law and dispute venue. If you hold through an exchange, check the exchange’s own withdrawal and conversion rules as well; those rules do not establish a direct claim against the issuer.

Circle describes a general issuance and redemption process in which dollars are received for token minting and, on redemption, tokens are removed from circulation while dollars are transferred net of fees (Circle’s USDC issuance and redemption information). Its published structure effective March 15, 2026 includes customer tiers, daily limits, fees, and monthly net-redemption adjustments. Those terms make account category and activity relevant; consult the applicable current terms for the figures and conditions that apply to you.

Tether’s February 2026 document describes website redemption for KYC-verified customers, subject to its terms and fees, and states a minimum website purchase of US$100,000. These are dated issuer terms, not a promise that all holders or jurisdictions have the same access. Confirm the current terms and your own eligibility before relying on that route.

Separate a policy benchmark from an enforceable right

The FSB’s July 17, 2023 final recommendations state: “For GSCs referenced to a single fiat currency, redemption should be at par into fiat.” This is a recommendation to authorities concerning global stablecoin arrangements; it does not establish that every existing token or individual holder already has an enforceable right to redeem at par.

NYDFS’s June 8, 2022 guidance is a U.S. state example: it calls for clear policies giving lawful holders a right to redeem at par in a timely fashion, subject to reasonable conditions such as successful issuer onboarding and applicable legal or regulatory requirements. Whether that guidance applies depends on the relevant issuer, product, and jurisdiction. For your own decision, the key question is what right your applicable terms and law actually give you.

What risks should I check before holding a stablecoin?

Even sound reserve figures and usable redemption terms do not remove risks elsewhere in the arrangement. Assess the issuer, asset holders, intermediaries, banks, blockchains, and service providers on which continued operation depends.

  • Issuer and governance: Identify the legal entity responsible for the token, who oversees reserve management, how conflicts are handled, and what accountability mechanisms are disclosed.
  • Reserve and custody: Review the custodian and reserve manager relationships, asset concentration, segregation, and the possibility that assets are encumbered or inaccessible.
  • Legal and regulatory setting: Confirm the relevant legal entity, authorization, regulator, product, and geography. A regulatory status for one entity or activity does not automatically establish the status of every token or service.
  • Operations and technology: Consider cybersecurity, operational resilience, and reliance on exchanges, banks, payment rails, blockchains, and other service providers.
  • Recovery and resolution: Look for plans or provisions addressing disruption, financial distress, and an orderly wind-down.
  • Lifecycle notices: Track issuer announcements about freezes, legal orders, chain migrations, redemption pauses, or product closures. Check supported networks, deadlines, and successor arrangements for the specific token involved.

Regulatory status can change and is specific to an entity, activity, and jurisdiction. For example, Circle announced final U.S. Office of the Comptroller of the Currency approval for a national trust bank in July 2026, while describing reserve management as a planned future capability. The announcement should not be interpreted as evidence that the bank already performs reserve management.

A product-specific wind-down illustrates why lifecycle notices matter. In its Alloy disclosures, Tether said aUSD₮ and Alloy were winding down, that new minting was closed, and that users were instructed to return aUSD₮ and remove XAU₮ by September 17, 2026. That stated deadline has passed; the disclosure does not establish what access or arrangements apply now. Check current issuer notices for those products rather than extending this example to other Tether tokens.

A practical checklist for evaluating a stablecoin

  1. Define what you hold. Record the ticker, issuer legal entity, reference currency, chain and contract, your location, and whether access is direct or through an intermediary.
  2. Find a dated reserve report. Note the balance date, token-supply definition, asset valuation basis, entities and networks covered, and assurance scope.
  3. Reconcile assets and liabilities. Compare reserve value with outstanding tokens for the same date. Investigate any exclusions, differences in scope, or unexplained reconciliation items.
  4. Evaluate reserve quality and access. Review asset types, maturity and liquidity, custody institutions, segregation, encumbrances, and what may happen in issuer insolvency.
  5. Read the assurance language. Identify who performed the work, what was tested, and which qualifications or limits apply. Do not treat a dated assertion as a continuous guarantee.
  6. Test redemption against your circumstances. Confirm account eligibility, KYC and onboarding, fees, limits, processing and settlement, banking cutoffs, applicable law, and any restriction rights.
  7. Assess the wider arrangement. Review governance, regulatory status for the relevant entity and location, operational dependencies, resilience, and recovery or wind-down provisions.
  8. Recheck before relying on the result. Reserve composition, supply, fees, eligibility, legal entities, regulatory status, and lifecycle notices can change. A past report or set of terms may no longer describe the current position.

How to compare two stablecoin arrangements fairly

Use the same reporting date and the same holder profile for each arrangement; otherwise, apparent differences may reflect different reporting periods or access routes rather than different risk. Compare the evidence across these dimensions:

  • reserve asset quality, liquidity, and custody;
  • reserve-to-token reconciliation and report scope;
  • assurance provider, procedures, and frequency;
  • segregation and treatment of assets in insolvency;
  • who has a legal redemption right and whether it is direct;
  • eligibility, fees, limits, and settlement conditions;
  • the responsible legal entity, regulator, and applicable jurisdiction; and
  • operational resilience, dependencies, and wind-down provisions.

Do not declare one arrangement universally safer based on a single feature, such as a large reserve, an attestation, or regulatory involvement. The FSB’s recommendations address disclosure and risk management across global stablecoin arrangements; NYDFS guidance is a specific regulatory example. Neither substitutes for checking the applicable issuer terms and the evidence for the token and holder in question.
