The U.S. Energy Information Administration (EIA) reports commercial crude stocks separately from the SPR, so the categories are not interchangeable—and a combined total is meaningful only if its scope is clear.
How the SPR and commercial inventories differ

These are different kinds of stocks, not two names for the same pool. In particular, “commercial crude oil” is not the same as “total petroleum stocks,” which may include products such as gasoline and distillate fuel. Are SPR barrels included in commercial crude stocks?
No. EIA explicitly labels its commercial crude series as excluding the SPR and lists SPR separately. For the week ending September 25, 2026, EIA reported 427.320 million barrels of commercial crude oil, an increase of 0.922 million barrels from the previous week. The report was released September 30, 2026. EIA: Weekly Petroleum Status Report
That figure is commercial crude, not a combined public-and-private inventory total and not all petroleum stocks. If a chart or headline gives one broader number, verify whether it includes the SPR, refined products, or both before comparing it with the weekly commercial-crude figure.

How much oil is in the SPR?
DOE’s site table lists 294.1 million barrels in the SPR as of August 20, 2026, against an authorized storage capacity of 714 million barrels. The inventory figure is a dated site-table snapshot, not a weekly reading for September 25; it should not be presented as a same-day comparison with EIA’s later commercial-stock report. Inventory changes as oil is released, acquired or otherwise moved. For a current comparison, use the reporting date attached to each figure and the relevant DOE and EIA releases rather than adding figures from different dates without qualification.

Why the government holds crude instead of gasoline
The SPR contains crude oil, not finished gasoline ready for motorists. DOE says the choice reflects the refining industry’s capacity, the lower cost of acquiring, storing and transporting crude, and crude’s flexibility: refineries can use it to produce different products as needs change. DOE distinguishes sweet crude, with no more than 0.5 percent sulfur by weight, from sour crude, with more than 0.5 percent but less than 2.0 percent sulfur by weight. DOE: SPR FAQs
That distinction matters in a disruption. A reserve barrel is a supply of crude that must be sold or exchanged and then transported and processed; it is not a gallon of fuel already placed at a retail station.

How an SPR release reaches the market
DOE describes competitive sales when statutory conditions are met. It also may arrange an exchange: after an external disruption, such as a hurricane or a blocked shipping channel, a company can request crude as a time-based loan, if DOE determines that the exchange serves the public interest. DOE’s stated maximum nominal drawdown capability is 4.4 million barrels per day. Its release process and logistics mean delivery can begin within 13 days of a presidential decision; that is not instantaneous delivery to consumers. DOE says the maximum drawdown rate can be sustained for up to 90 days before declining as caverns empty. DOE: SPR Quick Facts DOE: SPR FAQs

As a dated example of the exchange mechanism, on September 29, 2026, DOE issued a request for proposals for an exchange of up to 40 million barrels as part of a previously announced release commitment. That specific action should not be confused with the reserve’s standing capacity or its current inventory. DOE: September 29, 2026 release announcement

Commercial inventories show stocks held within the operating supply system; the SPR is a government-held emergency buffer. Looking at both can help describe different parts of the U.S. oil picture, but adding them answers a different question from reporting commercial crude alone. A useful comparison states the category, unit and date for each number.

The SPR was established after the 1973–74 oil embargo under the Energy Policy and Conservation Act, signed in 1975. Its purpose was to help counter disruptions in commercial oil supplies that could threaten the economy. DOE: SPR FAQs DOE: Strategic Petroleum Reserve
Do not confuse the 90-day obligation with the SPR days estimate
The International Energy Agency’s 90-day net-import obligation, as described by DOE, can be met using public and private stocks together. Separately, DOE estimates that the SPR’s crude inventory represented approximately 125 days of U.S. crude net imports at December 31, 2025. The two figures describe different calculations and scopes; the 125-day estimate is not the same as the combined-stock obligation. DOE: SPR Quick Facts
