Compare specific cities, neighborhoods, job offers, and commutes—not an assumed east-versus-west price gap. Official 2025 figures show substantial differences between Berlin and its surrounding region, while the available data does not establish a like-for-like housing budget for Berlin, Leipzig, Dresden, and Chemnitz. A useful move decision starts with the home you can rent and the work you can realistically get.
What the available figures can—and cannot—tell you
“Eastern Germany” is not one housing or employment market. The strongest comparable figures here cover Berlin, Brandenburg, and Saxony at regional level; the available asking-rent figures cover Berlin and its defined commuter region, not Saxon cities. Keep the geography and measurement attached to every number.

These measures answer different questions. Asking rents describe advertised homes; rent-burden ratios describe housing costs relative to household resources; inflation describes price changes; and regional wage measures do not predict what a particular employer will offer.
Compare housing using actual listings
What the Berlin-area evidence shows
Investitionsbank Berlin’s IBB Wohnungsmarktbericht 2025 reports median asking rents of €15.78/m² in Berlin, €13.51/m² in its defined commuter region, and €14.04/m² in Potsdam. For Berlin, the reported median rose from €9.00/m² in 2016 to €15.78/m² in 2025. The report describes rent pressure extending beyond inner-city districts into the outer city and surrounding region.

Those figures are useful for the areas covered by the report, but they do not establish what a comparable apartment costs in Leipzig, Dresden, or Chemnitz. Saxony’s official 2025 price index recorded 3.0% net cold-rent inflation; that is a change in an index, not a city-by-city rent-per-square-metre comparison.
Make listing comparisons genuinely comparable
For each candidate area, collect listings with the same practical assumptions: apartment size, condition, location, advertised cold rent, service charges, heating, and energy arrangement. Calculate the total likely monthly housing outlay rather than comparing cold rent alone. Keep asking rents separate from existing-contract rents, since a current listing is not evidence of what all residents pay.

For context only, Amt für Statistik Berlin-Brandenburg reports rent-burden ratios based on 2022 data of 27.2% for Berlin and 25.3% for Brandenburg. These are dated household indicators, not current asking-rent levels.
Assess jobs and pay for your occupation
Use regional wages as context, not a salary promise
The 2025 regional gross-wage-and-salary figures—€55,658 per employee in Berlin, €45,632 in Brandenburg, and €45,763 in Saxony—come from Amt für Statistik Berlin-Brandenburg’s 2026 publication. The measure includes payments for main and secondary jobs relative to the number of main-job employees. It is not a median salary, a guaranteed offer, or a take-home-pay figure.

For a personal budget, compare actual offers for your occupation, employer, hours, and work location. Estimate net pay separately using your own tax and household circumstances; do not treat a regional gross figure as disposable income.
Include the wider commute shed
Leipzig’s labor market crosses city boundaries. Bundesagentur für Arbeit reports that 297,289 employees subject to social-insurance contributions worked in Leipzig on June 30, 2025. Of them, 107,654 lived outside the city and commuted in; 76,669 Leipzig residents commuted out. When comparing a job and a home, consider nearby municipalities as well as the city itself, and include commute time, cost, and schedule.
The IAB’s Regional Labour Market Forecasts March 2026 provides employment and unemployment forecasts for regional labor-market districts, including Dresden and Leipzig. These are aggregate, probabilistic outlooks—not estimates of an individual applicant’s chance of being hired.
Treat city employment changes as historical signals
Saxony’s official 2024 employment release, published in 2025, reported a second consecutive year of job growth only in Leipzig and Dresden among the state’s cities, while its table showed declines in Chemnitz. This describes a past employment change, not current openings in every sector. It does not mean Chemnitz has no opportunities or that growth guarantees a suitable job in Leipzig or Dresden.

Build a household budget, not an inflation ranking
Average 2025 inflation was 2.2% in Berlin, 2.4% in Brandenburg, and 2.2% in Saxony. The corresponding rent-index changes were 3.1% in Berlin, 1.1% in Brandenburg, and 3.0% in Saxony’s preliminary series. These figures describe regional price movements; they do not establish which city has the lowest current total cost of living.
Instead, calculate the same monthly budget for each realistic destination:
- Expected take-home pay from a role you could plausibly obtain.
- Likely warm rent and utilities for the type of home you need.
- Local transport or car costs, including travel to the actual workplace.
- Your household’s other recurring expenses, using consistent assumptions across locations.
If a job depends on commuting or hybrid work, include the cost and time of the trips you will actually make. A lower advertised rent can be offset by transport costs or a longer journey, while a higher regional wage measure does not guarantee higher disposable income for your household.

A practical comparison process
- Choose realistic job markets. Identify roles, employers, and work locations you could actually pursue in each destination. Use regional forecasts only as context, not as a personal hiring prediction.
- Gather comparable housing options. Use current listings and match size, condition, location, and the full monthly housing charge. Do not fill gaps for Leipzig, Dresden, or Chemnitz with Saxony’s state-level rent inflation.
- Map the commute. Check the route from each plausible home to the workplace, with time, cost, and schedule included. For Leipzig, account for the substantial cross-boundary commuting shown in the Federal Employment Agency’s 2025 data.
- Estimate net income and total costs. Compare real job offers or defensible role-specific pay estimates against rent, utilities, transport, and household expenses. Keep gross regional statistics separate from your net budget.
- Label every figure by date and area. Distinguish 2025 outcomes, 2026 forecasts, city data, and state data so a broad regional number is not mistaken for a local quote.
