How to Choose Between a Bank, ATM, and Currency Exchange Counter Abroad

The cheapest way to get money abroad depends on your card, destination and cash needs. Compare the final amount after exchange margins, ATM charges and issuer fees.

There is no universally cheapest way to get money abroad. Compare the amount you will actually receive or pay after the exchange-rate margin, counter commission, ATM surcharge, and charges from your own bank or card issuer. Then factor in whether you need cash, whether your card is accepted, and whether cash access is safe and convenient.

Start with what you need to pay for

Card purchases, ATM withdrawals, and exchanging physical cash are different transactions, so compare only the options that meet your need. If you expect to visit places that do not accept cards—or cash access may be limited or unsafe—plan to carry some local currency. Check destination-specific card acceptance and practical access before travelling; the Government of Canada and the U.S. Department of State advise travellers to consider local banking access and alternatives where ATMs are scarce or insecure.

Compare the total cost, not the advertised fee

A “no fee” claim does not prove an option offers the best exchange rate. A provider may build its margin into the rate rather than show it as a separate commission. Compare the final amount delivered or charged for the same source amount and target currency, at roughly the same time.

  • At an exchange counter: Ask how much local currency you will receive after every commission and fee. Compare that final amount with other providers.
  • At an ATM: Account for the exchange rate, any ATM-owner surcharge, and your card issuer’s withdrawal or currency-conversion charges.
  • For card purchases or account services: Check the card’s conversion rate and foreign-transaction or currency-conversion fee, as well as acceptance and any account terms.

The Australian Competition and Consumer Commission (ACCC) likewise advises comparing the amount received after fees and margins. The Banco de España explains how to compare offers and describes EU information requirements for disclosing rates and fees before an offered conversion service begins.

Check your card and bank terms before relying on an ATM

Review your bank or card issuer’s overseas terms before departure. Check its ATM withdrawal fee, foreign-transaction or conversion charge, withdrawal limit, and any international partner-bank arrangements. A withdrawal at a bank-branded ATM is not automatically free: the ATM operator and your own issuer may each charge. The Federal Deposit Insurance Corporation (FDIC) recommends checking bank ATM and foreign-transaction fees, while the Government of Canada advises checking international partners.

A credit-card cash withdrawal can be treated as a cash advance, with costs set by the card issuer. Check the card terms rather than assuming it will be priced like a purchase; the Government of Canada flags this distinction in its travel-money guidance.

At a currency prompt, distinguish local currency from DCC

An ATM or payment terminal may offer to charge you in your home currency instead of the local currency. This is dynamic currency conversion (DCC): the ATM or merchant provider makes the conversion using its offered rate, which may include additional fees. Visa’s explanation of DCC describes this provider conversion and the rate and fees in the offer.

Read the displayed rate and fees before accepting. If you choose local currency, your card’s conversion arrangements apply instead; your issuer may still charge its own fees. The FDIC also advises checking the relevant fees when choosing a currency at an ATM or terminal.

These are comparison points, not a universal ranking: the best-value choice depends on the destination, provider, card, and account. Pricing and disclosure rules also depend on jurisdiction. For example, the EU’s payment FAQ says EU law does not set currency-conversion charges; that is a commercial pricing decision, not a rule for every country.

A practical way to choose

  1. Set your cash and payment needs. Identify expected card purchases and when you will need physical local cash.
  2. Read your issuer’s terms. Check international ATM and conversion charges, withdrawal limits, cash-advance treatment for credit cards, and partner banks.
  3. Get comparable figures. Ask counters for the final cash amount after fees. For a card or ATM, include the operator’s surcharge and your issuer’s charges in the comparison.
  4. Review each currency choice. Compare any DCC rate and fees with your card terms before deciding whether to accept a home-currency offer or pay in local currency.
  5. Keep the evidence. Retain ATM and transaction receipts and compare them with the amount ultimately posted by your issuer. The Government of Canada recommends keeping receipts.

Fees are not fixed across providers or time. As a dated illustration—not a current quote or typical market price—the ACCC’s inquiry gave an example from May 2019 of around GBP 2 (about AUD 3.70) in ATM fees plus a 5.25% currency-conversion fee on an overseas withdrawal equivalent to AUD 100 in GBP when GBP was not preloaded.
