A ₹1 crore travel-insurance figure is a maximum, not a promise that the insurer will reimburse every rupee on a hospital bill. The amount payable depends on the medical benefit and limit in your policy schedule, whether the treatment meets the policy’s conditions, and any applicable exclusions, sub-limits or deductible. Not every policy applies all of these restrictions, so check the wording that matches your own policy.
What does a ₹1 crore cover limit actually mean?
For indemnity-based health insurance, IRDAI says the policy pays actual medical expenses up to the sum insured and subject to the policy’s terms and conditions. That is a ceiling on eligible expenses, not a guarantee of payment up to the limit for any bill. In a travel policy, check the schedule to see which limit applies specifically to medical expenses; a headline total or marketing description may not tell you the medical section’s limit. IRDAI’s Health Dept guidance explains the indemnity principle.
The bill submitted and the claim amount the insurer accepts can differ. The insurer assesses expenses against the contract’s definitions and conditions. For example, a sample HDFC policy wording refers to “Usual and Reasonable Medical Expenses.” The relevant test and exact language depend on the policy and version; that sample is not a universal rule. HDFC’s sample policy wording illustrates how such a condition may appear.
What can reduce the amount the insurer pays?
The medical benefit may have its own limit
Find the medical-expense benefit in the policy schedule and compare its limit with the headline cover figure. The schedule identifies the benefits and limits applicable to your policy; do not assume that every benefit shares the same maximum.

A deductible may apply
A deductible is the amount the insurer will not pay up to the threshold stated in the policy, as IRDAI defines it. Some wordings apply a deductible to each claim. For example, a Liberty policy wording makes the benefit under its section subject to a deductible for each claim. Whether that applies to your claim, and how it is calculated, depends on your own wording. IRDAI’s guidance and Liberty’s sample wording describe these mechanics.
A sub-limit may cap a particular expense or circumstance
A sub-limit sets a maximum for specified expenses or circumstances, even when the policy’s overall medical limit is higher. Check the schedule and wording for limits attached to particular treatments or situations; do not assume a sub-limit exists unless your documents state one. IRDAI advises consumers to pay attention to sub-limits when reviewing policy terms. IRDAI’s Health Dept guidance

The treatment or expense may not meet the coverage conditions
The policy may require treatment to qualify under its definitions—for example, as emergency care or as necessary, usual or reasonable expenses. A charge can be part of the hospital bill yet fail the applicable contract test. The exact definitions and assessment depend on the wording for your policy.
An exclusion may apply
Exclusions can rule out expenses even when the overall cover limit is substantial. As examples—not a universal list—a sample HDFC wording excludes expenses where travel is against medical advice, the purpose of the trip is to receive treatment, or expenses fall outside the territory listed in the schedule. Check the exclusions and territory in your own policy rather than assuming these examples apply to every insurer. HDFC’s sample policy wording

Pre-existing-condition terms may affect cover
Pre-existing-disease cover under overseas travel insurance depends on the policy’s terms and conditions, according to IRDAI. Look for the policy’s definition, exclusions and any specific cover conditions; the fact that a condition is covered by one policy does not establish that another policy covers it. IRDAI’s Health Dept guidance
How to check why a claim paid less than the bill
- Start with the schedule or certificate. Identify the medical-expense benefit and its stated limit, rather than relying only on the headline cover amount.
- Check the covered event and territory. Confirm that the reason for treatment and the place where it occurred fall within the policy’s coverage.
- Read the treatment and expense definitions. Check whether the wording requires emergency, necessary, usual or reasonable care, and how it defines those terms.
- Review exclusions and pre-existing-condition terms. Match the facts of the claim to the exact clauses in your policy.
- Check for a deductible or sub-limit. See whether one applies to the claim or to the specific expense, and how the wording says it is calculated.
- Compare the calculation with the insurer’s explanation. For a real claim, use the insurer’s claim calculation or explanation and correspondence alongside the schedule and matching wording. The documents—not the headline limit alone—are needed to assess a particular settlement.
This is a way to locate the relevant clauses, not a universal payout formula. Policy structures and definitions differ, and the available examples do not establish the admissible amount for any individual claim.

What to compare before choosing a travel policy
Compare the actual schedule and wording for the exact policy version and trip. Brochure headlines alone may conceal differences that matter when medical expenses arise. IRDAI advises consumers to read policy terms and pay attention to exclusions, deductibles and sub-limits. IRDAI’s Health Dept guidance
- Medical-expense section limit versus the headline total cover
- Deductible amount and whether it applies per claim
- Sub-limits for particular conditions, treatments or circumstances
- How emergency outpatient and inpatient care are defined
- Terms for pre-existing conditions
- Covered territory and relevant exclusions
To locate the wording that matches your policy, use the product UIN shown in your schedule or certificate. HDFC ERGO says the UIN helps identify the corresponding wording and lists multiple travel products and versions, so the insurer name alone may not identify the right document.
