UPI Fees at Chennai Shops: What the Reports and 2026 MDR Rules Say

A report described customer allegations of extra UPI charges at some Chennai TASMAC outlets. The later MDR framework is a merchant-side fee, not proof of a citywide customer surcharge.

Customers alleged that some Chennai TASMAC elite liquor outlets demanded an extra ₹10 per bottle for UPI payments, but that report does not establish that Chennai shops generally charge a UPI fee. Separately, a 2026 merchant discount rate (MDR) framework concerns fees merchants may owe—not a UPI transaction charge for customers. The distinction matters: an allegation about a particular bill is not proof of a citywide practice, and a merchant-side fee does not itself authorize a customer surcharge.

What was reported at Chennai TASMAC outlets?

A June 23, 2026 Times of India report recounted customer allegations that staff at some TASMAC elite liquor outlets in Chennai demanded an extra ₹10 per bottle and directed payments to staff-linked personal UPI accounts rather than a TASMAC-issued device. The newspaper’s search-result account described one example involving two imported beer bottles priced at ₹480 each: customers allegedly were asked to pay ₹980 instead of the ₹960 total to the issued device. Times of India reported the claims; the allegations are not an official finding.

The available local reporting does not give a representative count of businesses charging extra or establish how common such requests are across Chennai. One reported incident cannot support the claim that “Chennai shops” generally add a UPI fee.

Does the UPI MDR mean customers must pay extra?

No. The Government of India’s August 8, 2026 statement says consumers making UPI payments will not face transaction charges and that person-to-person (P2P) transfers remain free. It describes MDR as a merchant-side fee for a limited class of transactions, not as permission to add a separate UPI surcharge to a customer’s bill. The statement also describes a proposed amendment to Section 10A of the Payment and Settlement Systems Act as an enabling provision for a future MDR decision. Read the Ministry of Finance statement.

The Department of Financial Services published FAQs on MDR for select UPI person-to-merchant (P2M) transactions on September 15, 2026. Its page confirms the FAQ title and date. India Today’s September 17 account of NPCI’s FAQ reports the following terms; these details are attributed to that reporting:

  • Most eligible merchants pay 0.4% on qualifying P2M payments above ₹2,000, capped at ₹300 per payment.
  • Small P2PM QR merchants receiving up to ₹1 lakh monthly remain at zero MDR, according to the account.
  • P2P transfers remain free.

The exact treatment depends on transaction type, amount, and merchant category. The reported framework was due to start October 15, 2026. The Department of Financial Services lists the FAQ; India Today summarizes the reported terms.

How did Chennai traders respond to the MDR announcement?

A separate September 17 report described differing reactions to the announced merchant fee. A.M. Vikramaraja, president of the Federation of Tamil Nadu Traders’ Association, said traders would recover the cost from customers and stop encouraging digital payments. That was a stated response to the MDR announcement; it does not prove that traders had already begun collecting a customer surcharge.

Ramesh Pothy, managing director of Pothys, said the retailer would absorb the MDR and would not pass it on to customers. These contrasting positions are attributed views, not evidence of what Chennai retailers as a whole charge in practice. Times of India reported both responses.

What should you check if a shop asks for more to accept UPI?

Separate the bill amount from the payment method. A request for more than the billed total specifically because you choose UPI is different from an MDR that a merchant owes its payment ecosystem provider. The August government statement says consumers will not face UPI transaction charges; the June TASMAC account, by contrast, is a report of customer allegations, not an official ruling on those particular transactions.

  • Check whether the extra amount appears on the bill or is being requested only for UPI.
  • Confirm the amount shown on the payment screen and the recipient before authorizing a transfer.
  • Keep the bill and payment confirmation if you need to document what happened.

An Indian Express report said government officials planned daily monitoring from the framework’s October 15 start date to check whether merchants passed MDR costs to consumers. It quoted an unnamed official, so this is reported government intent, not a published enforcement directive. The Indian Express report describes the planned monitoring.
